Statement by Mr Khushroo N Dhunjibhoy, Chairman, RWITC Ltd.
 
MUMBAI MEETING 2017-18
 
The Club has so far had a successful Mumbai Racing Season 2017-18 which has now been extended by 4 additional race days and which will now conclude on Sunday, 29th April 2018. The Club reviewed the prospectus for the last 10 race days with particular reference to the stake money and having done so, increased the stake money by  Rs.1 lakh in each class. It was also decided to pay stake money to fifth place.  The Club has also decided to allow outstation horses to participate in Class I, II, III and 3 year old races.
 
The Club has also decided to revise the Stake money for the next Pune Meeting 2018.  A chart showing the current Stake money, Stake money for the last 10 race days of the current Mumbai Meeting and the Stake money for the next Pune Meeting 2018 is appended hereunder:-

The Club will have 6 races in a day with a provision to divide one race.  The Stake money for the divided races (both divisions) will be 75%.
 
TURF AUTHORITIES OF INDIA
 
A meeting of the Chairmen of the Turf Authorities of India was held in Bangalore on 15th March 2018 wherein the RWITC Ltd had put up the following proposals for the consideration of the Turf Authorities of India:-
 
(a)        All India Racing Fixtures for the Racing Season 2018-19
(b)        Number of Race Days
(c)        Minimum number of races in a day
(d)        Minimum number of entries/acceptors
(e)        Common Stake money
(f)        Common Tote/National Tote
(g)        Inter Club Royalty
(H)       Reduction in the number of Evening Race Days
 
ALL INDIA RACING FIXTURES FOR THE RACING SEASON 2018-19 
 
The RWITC Ltd in consultation with the Handicappers of the other Clubs had drawn up the All India Racing Fixtures for the Racing Season 2018-19. Over the last few years most of the Clubs have reduced the number of their race days. Further there were clashes on race days. 
 
Whilst preparing the All Indian Racing Fixtures, the number of race days has been increased to the original level and race days of RWITC Ltd and Hyderabad Race Club have been adjusted in such a way so as not to clash during the monsoon season except on one day. Sundays have been equally shared between RWITC & HRC. Thus when RWITC races on Friday and Saturday, HRC will race on Sunday and Monday. When RWITC races on Saturday and Sunday, HRC will race on Friday and Monday. In order to achieve this, Mysore Race Club has kindly agreed to accept Wednesdays and Thursdays instead of Thursdays and Fridays during Monsoon Season.
 
NUMBER OF RACE DAYS
 
As mentioned above, whilst preparing the All India Racing Fixtures, the number of race days has been increased to the original level.
 
MINIMUM NUMBER OF RACES IN A DAY
 
It has been decided to fix a minimum of six races on a race day.
 
MINIMUM NUMBER OF ENTRIES/ACCEPTORS
 
In order to ensure adequate number of runners in a race, it was decided to fix minimum number of entries/acceptors for a race to go through in Sweepstake and non Sweepstake races.
 
COMMON STAKEMONEY
 
The Turf Authorities of India fixed class wise stake money to be followed by all Turf Authorities with a flexibility of upto 20% variation.
 
COMMON/NATIONAL TOTE
 
It was decided to explore the possibilities of combining the totes to make a Common/National Tote.
 
INTER CLUB ROYALTY
 
Though the decision of payment of Inter Club royalty was originally taken by the Turf Authorities of India, over the years, bilateral arrangements were entered into between different Clubs in this regard. It was decided to continue with the bilateral arrangements mutually acceptable between the Clubs.
 
REDUCTION IN THE NUMBER OF EVENING RACE DAYS:
 
Having taken into consideration the views expressed by the other Clubs, RWITC Ltd has reduced its evening race days to 1 day each in November, December, January and February I.e. 4 days, 4 days in March and 8 days in April i.e a total of 16 days during the Mumbai Meeting, as against 23 days (excluding Derby Weekend & PBMM day) during the current Mumbai Meeting 2017-18.
 
OTHER MATTERS
 
MATTERS CONCERNING GST
 
The Bangalore Turf Club Ltd and Mysore Race Club have filed Writ Petitions in Karnataka High Court in this regard which is now scheduled to come up for hearing on 27th March 2018.
 
CENTRAL SECRETARIAT FOR THE TAI
 
It was decided in principle to have a Central Secretariat for the TAI at Hyderabad Race Club instead of the Secretariat rotating amongst the Turf Authorities. It was felt that this would enable smooth and effective handling of matters concerning Turf Authorities of India by the Central Secretariat. The TAI is working out the nitty gritty in this regard.
 
CENTRALISED APPRENTICE JOCKEYS TRAINING SCHOOL
 
The TAI is working on this. There are already facilities available at Hyderabad Race Club.
