RWITC issues show-cause notice to Dwyer, Mulrennan

The stewards’ body of the Royal Western India Turf Club has decided to issue a show-cause notice to jockeys Martin Dwyer and Paul Mulrennan for conspiring to fix the out come of the Eclipse Stakes of India race run on February 14 in 2010 and indulging in betting on horseracing, which is against the turf club’s licensing norms.

The RWITC stewards also decided seek legal opinion before sending a copy of controversial audio CD and its transcript to each of the two jockeys. The club will however send a copy of the CD and the transcript to the British Horseracing Authority’s office in London for their information.

This decision was taken at a meeting chaired by Shyam Ruia on Sunday evening when the CD and its transcript, both authenticated by a forensic laboratory, were placed before the stewards. The meeting was also attended by the state's Director General of Police (Anti-Corruption) Praveen Dixit in his capacity as a government nominee on the stewards' body.

The stewards body relying on the conversation recorded on the CD and its transcript felt that there was prima facie evidence against the two jockeys of being involved in a conspiracy to fix the outcome of the race and also indulging in betting. Thus the stewards will seek an explanation from the two jockeys and also ask them appear in person before the club’s investigating officer with three weeks once the show-cause notice is sent to them.

Meanwhile, the RWITC has made it clear that the stewards’ body will not go into the merits of the running of the race in question and their inquiry will be limited to focussing on the misconduct of the jockeys for being involved in a conspiracy to fix the outcome of a race and their intent to bet on it.

Speaking to Mirror, RWITC’s chief stipendiary steward Pradyumna Singh, who has been entrusted with the investigation of the CD, revealed, “The stewards have directed me to send a copy of the CD and its transcript to the BHA for their information. I will be seeking legal opinion from the club’s advisor and, if approved, will send copies of the CD and its transcript to the BHA and ask them to assist us in delivering the evidence to Dwyer and Mulrennan. A show cause notice will also be served on the two jockeys and they will be asked to appear in person before me within three weeks.”
