PUNE MEETING 2011 SPECIAL RACE DAY, THURSDAY, 28TH JULY, 2011.

RACE DAY REPORTS

 

FALSE RAILS WERE PLACED 3 METRES WIDE FROM 1600 METRES TILL THE WINNING POST. FALSE RAILS WERE ALSO PLACED 3 METRES WIDE FROM 1200 METRES CHUTE TILL 1000 METRES.

 

RACE NO 1 (20) - THE A.J. WADIA PLATE: (About) 1000 Metres. Runners -  6

 

The Sr.V.O. reported that OCEAN FAIRY played up and had a fall near the Horse Weighing scale at the time of weighing before the first race  and sustained deep abrasions on the inside of the right fore knee, as a result, slight  swelling was noticed on the knee. As such, the filly was certified unfit to race and hence was withdrawn on veterinary grounds. 

Trainer Vinayak is required to obtain a fitness certificate for the filly from the Club’s Sr.V.O before next accepting to race.

Trainer Rehanullah Khan has been fined Rs.1000/- for failing to produce the registered racing colours in respect of his charge CHEPONSKI. The Jockey wore the Emergency Colours i.e. All Black.

 

At the start, CHEPONSKI (App.A.Sandesh) jumped out awkwardly towards the inside and made contact with NOU CAMP (Dashrath Singh).

 

An objection was lodged by Jockey Y.S.Srinath, rider of ZARACHA, placed third by the Judge, against Jockey Shrikant Kamble, rider of TITLEIST, placed second,  for taking him out, elbowing and striking him with the whip in the last 300 metres, which cost him a certain place.

 

After considering the submissions made by the Jockeys concerned, in conjunction with that of the Stipendiary Stewards  and relying on their judgment, the Stewards decided to over-rule the objection.

 

After the race, ZARACHA was found to be sound.

 

RACE NO 2 (21) - THE CUPID PLATE:  (About) 1600 Metres. Runners – 5

 

After the race, OCEAN PRINCESS & LIGHT MY WAY were found to be sound. OCEAN PRINCESS had a bruise at the right hind fetlock.

 

RACE NO 3 (22) - THE NECTAR QUEEN PLATE: (About) 1400 Metres. Runners – 7

 

After the race, MARUDHARA RATAN was observed to have lost its right hind plate.

  

RACE NO 4 (23) - THE IBIZA PLATE:  (About) 1200 Metres. Runners - 6

 

CHECK HER OUT was not permitted to run.

 

After the race, LAKHADEMA was found to be sound.

 

RACE NO 5 (24) - THE MOOSA M. HOOSEIN PLATE:  (About) 1200 Metres. Runners – 12

 

Approaching 800 metres, TAG ALONG TOMMY (Aadesh Kumar) was tightened for room due to rightly packed field and was steadied.

 

Near 800 metres, BLUE DAFFODILS (R.Shelar) was inconvenienced and steadied as ALASKA (App Kaveraj Singh) shifted inwards, which resulted in BLUE DAFFODILS losing its position. App.Kavraj Singh has been cautioned.

 

Near 300 metres, ADAM’S PLEASURE (Neeraj Rawal) shifted out while negotiating the bend and forced BLUE DAFFODILS (R.Shelar) to shift out, who was steadied. Jockey Neeraj Rawal has been cautioned. 

 

BLAU HIMMEL (S.Sunil) lugged-in in the straight. Trainer Dallas Todywalla has been asked to take remedial measures before next accepting to race the gelding.

 

Jockey Suraj Narredu (ADVENTURER) reported the loss of whip at about 50 metres from the Winning Post.

 

Jockey Suraj Narredu (ADVENTURER) reported that his mount was uncomfortable in the race. The Sr.V.O. was requested to examine the gelding and he reported that ADVENTURER was found to be sound, having an abrasion at the right hock.

 

After the race, SCINTILLATING STAR was observed to have broken a blood vessel and is not to race for the stipulated period of 4 weeks. The mare has to be passed fit by the Club’s VO before next accepting to race.

 

After the race, BLAU HIMMEL & BLUE DAFFODILS were found to be sound.

 

RACE NO 6 (25) - THE P. HADOW TROPHY:  (About) 1200 Metres. Runners - 7

 

At the request of Trainer Nina M. Lalvani, MOON FLOWER was examined on 1030 hours on 27/07/2011 and was found to have swelling on the right  knee  and was sore by the right fore leg. As such, the mare was certified unfit to race and hence withdrawn from the race on veterinary grounds. The mare has to be passed fit by the Club’s V.O. before next accepting to race.

 

The Starter reported that as the second last horse was being stalled the Gates opened prematurely due to mechanical failure. The horses which jumped out were recalled. The Starting Gates were rechecked and the horses were re-stalled.

 

At the start, SCHOLAR (Y.S.Srinath) jumped out awkwardly. HARMONICA (App.Kavraj Singh) stumbled and shifted outwards on to AMOURESQUE (App.M.A. Roushan).

 

Soon on straightening for home, SCHOLAR (Y.S.Srinath) lugged out and forced AMOURESQUE (App.M.A.Roushan) to shift out on to HARMONICA (App.Kavraj Singh).  Trainer Bezan Chenoy has been asked to take remedial measures before next accepting with his charge SCHOLAR.

 

Approaching 200 metres, STAR WARRIOR (Akash Agarwal) shifted in and went across SUPERIOR QUEST (C.Rajendra) who was checked. Jockey Akash Agarwal has been fined Rs. 1000/- for failing to exercise proper control over his mount.

 

In the concluding stages of the race, HARMONICA (App.Kavraj Singh) shifted in and inconvenienced AMOURESQUE (App.M.A.Roushan) who was steadied. App.Kavraj Singh has been cautioned.

 

After the race, STAR WARRIOR was observed to have lost its left hind plate. SUPERIOR QUEST was found to be sound.

 

RACE NO 7 (26) - THE ELEGANCE PLATE:  (About) 1400 Metres. Runners -  10

 

On the way to the start, STAR FRONTIER (Dashrath Singh) dropped its rider and bolted. As the Jockey was hurt and unable to ride, STAR FRONTIER was withdrawn from the race before coming under the Starter’s Order.

 

VOYAGER (B.Prakash) was reluctant to be stalled. Trainer P.Shroff has been asked to give the gelding more gate practice and show him to the satisfaction of the Starter at morning starting trials before next accepting to race.

 

UNOPPOSE (Vikram Jodha) planted and lost a distance at the start. Since the gelding had behaved in a similar manner in Mumbai, Trainer Damodaran D.Pillai has been asked to give the gelding more gate practice and show him to the satisfaction of the Starter in a Mock Race before next accepting to race.

 

Trainer Damodaran D.Pillai has been fined Rs.1000/- for running his charge UNOPPOSE in Rubber D Bit without prior intimation.

 

The post race urine sample of the winners of the 2nd & 4th race viz. LYRICAL SYMPHONY & ROYAL HIGHNESS, and the special sample of ZARACHA (1st race), OCEAN PRINCESS (2nd race), TORA BORA (3rd race), SCINTILLATING STAR & ADVENTURER (5th race), ELIZABETH & SUPERIOR QUEST (6th race) and MADDOX (7th race), were collected for detection of prohibited substance.

RE : ENQUIRY INTO THE POSITIVE REPORT IN RESPECT OF b g “OCEAN ODYSSEY” – WHO WAS COMPULSORILY SAMPLED ON 2ND JULY, 2011 SINCE THE HORSE HAD GONE TO A STUD FARM AND RETURNED TO THE PUNE RACE COURSE :

The Stewards of the Club at their meeting held on Tuesday, 26th July, 2011 interviewed Trainer Vinayak in reference to the captioned subject matter. 

 

At the above said meeting Tr.Vinayak informed the Stewards that he did not wish to send the split sample of his charge OCEAN ODYSSEY for confirmatory analysis.

 

In view of the above,  the Stewards  decided to treat  the Positive Report dated 18th July, 2011 from Equine Forensic Unit, Dubai, in respect of the sample of urine taken from OCEAN ODYSSEY on 2nd July, 2011,   as conclusive and binding on Tr.Vinayak.

 

Further, since Tr.Vinayak had no mitigating circumstances to offer in the subject  case, as per the Rules published in the Racing Calendar Re “ Random Sampling for Anabolic Steroids & Sex Hormones”, this being his first infringement, the Stewards decided to fine him a sum of Rs.25,000/-.

RE : ENQUIRY INTO THE POSITIVE REPORT IN RESPECT OF “SEA QUEEN” – WHO WAS COMPULSORILY SAMPLED ON 8TH JULY, 2011 SINCE THE HORSE HAD GONE TO A STUD FARM AND RETURNED TO THE PUNE RACE COURSE :

The Stewards of the Club at their meeting held on Tuesday, 26th July, 2011 interviewed Trainer Vinayak in reference to the captioned subject matter. 

 

At the above said meeting Tr.Vinayak informed the Stewards that he did not wish to send the split sample of his charge SEA QUEEN for confirmatory analysis.

 

In view of the above, as per the Medication Rules, the Stewards  decided to treat  the Positive Report dated 21st July, 2011 from Equine Forensic Unit, Dubai, in respect of the sample of urine taken from SEA QUEEN on 8th July, 2011,   as conclusive and binding on Tr.Vinayak.

 

Further, since Tr.Vinayak had no mitigating circumstances to offer in the subject case, as per the Rules published in the Racing Calendar Re “ Random Sampling for Anabolic Steroids & Sex Hormones”, this being his second infringement, the Stewards decided to fine him a sum of Rs.50,000/-. Further, he was cautioned to be more careful in the future.

RE : APPLICATION FROM MR.S.S.RATHORE FOR GRANT OF AN  “A” JOCKEY’S LICENSE UNDER THE RULES OF THIS CLUB FOR THE SEASON 2011/12 :

 

The Stewards of the Club at their meeting held on Tuesday, 26th July, 2011 interviewed Mr.S.S.Rathore in reference to the captioned subject matter. He was asked to explain his rude behavior at the time of the enquiry conducted by the Stipendiary Stewards into the running and riding of the horse RIVER MEMORIES in Race No.104 run on 28th August, 2010. Further, he was also asked to explain as to why he had failed to appear before the Stewards of the Club on 11th September, 2010 when he was informed by the office in writing to do so in respect of the above enquiry. Mr.S.S.Rathore was unable to give a plausible explanation on both counts and tendered an apology in respect of the above.

 

The Stewards having heard the submissions made by Mr.S.S.Rathore and having deliberated the matter, were not satisfied with the explanation tendered by Mr.S.S.Rathore in the subject case and held him guilty of i) misbehavior with the Club’s Officials at the time of the enquiry conducted by them into the enquiry into the running and riding of RIVER MEMORIES; and b) failing to appear before the Stewards for the above said enquiry on 11th September, 2010 when he was specifically asked to do so.

In view of the above, the Stewards decided not to grant Mr.S.S.Rathore a Jockey’s license up to and inclusive of 31st August, 2011. Further, he was informed that he is not permitted to ride work/mock race during the above said period i.e. till 31st August, 2011.

RE : ENQUIRY INTO THE RUNNING AND RIDING OF MOONLIGHT BEAUTY IN RACE NO.329 – THE JEHAN NUMA PLATE RUN ON 10TH APRIL, 2011 –MATTER WAS REMAINDED BACK TO THE STEWARDS OF THE CLUB BY THE BOARD OF APPEAL DUE TO FRESH EVIDENCE :

The Stewards of the Club at their meeting held on Thursday, 28th July, 2011 interviewed Trainer Vinayak and Jockey I.Pasha in reference to the captioned subject matter.

 

The Stewards considered all papers and proceedings before them including the Certificate issued by the Club’s V.O. pertaining to the examination of MOONLIGHT BEAUTY next day morning after the race. The Stewards having considered all the submissions made by Trainer Vinayak and Jockey I.Pasha, were not satisfied with the explanation tendered by them in the subject case and decided to maintain their earlier decision i.e. the Stewards held Trainer Vinayak  and Jockey I.Pasha  guilty of unsatisfactory running and riding of MOONLIGHT BEAUTY in Race No.329. In that :-

1)       The Stewards noted that in the enquiry held into the running and riding of MOONLIGHT BEAUTY after the races on 10th April, 2011 the Stewards took objection to Jockey I.Pasha’s riding in the early part of the race as also not riding out vigorously in the straight. At no stage in the said enquiry did Trainer Vinayak or Jockey I.Pasha state that the horse was hanging or changing legs or was uncomfortable in the race, In fact, Jockey stated that he rode the horse as instructed by the Trainer and had ridden out the horse and done his best and Trainer Vinayak stated that he was satisfied with the Jockey’s riding and this was the best run of the horse.  If the horse had ducked in twice during the race and the Jockey felt something was wrong with the horse as claimed by him now, he should have brought the same to the notice of the Stipendiary Stewards immediately after the race or at the enquiry held by the Stewards the same evening, which neither he nor Trainer Vinayak did, therefore, the Stewards held the view that this was an after thought.

2)       The Certificate from the Club’s Sr.V.O. submitted by Trainer Vinayak as evidence, to show that the horse had a chip fracture, pertains to the examination of the horse the next morning after the race. The review of the video recording of the race does not indicate that the horse was uncomfortable in the race and as per the report of the Clubs Sr.V.O. the horse had returned sound after the race and this was confirmed both by Trainer Vinayak and Jockey I.Pasha.

 

In view of the stay granted by the Board of Appeal on the punishment imposed on Trainer Vinayak and Jockey I.Pasha, the Stewards decided :-

 

a)       that Jockey I.Pasha’s license shall now stand suspended w.e.f. 14th August, 2011 till 18th September, 2011 (both days inclusive) for unsatisfactory riding on his mount MOONLIGHT BEAUTY in Race No.329;

b)       to retain the fine of Rs.25,000/- imposed on Tr.Vinayak earlier for unsatisfactory running of his charge MOONLIGHT BEAUTY in Race No.329. Further, he was severely cautioned for the future.

RE : ENQUIRY INTO THE POSITIVE REPORT IN RESPECT OF b f “HAUNTING FANTASY” (WINNER)   IN RACE NO.280 – THE FORBES BREEDERS’ JUVENILE FILLIES CHAMPIONSHIP (GRADE 3)  RUN ON SUNDAY, 20TH MARCH, 2011 – THE FILLY WAS FOUND POSITIVE FOR THE DRUG “FORMESTANE”:

 

The Stewards of the Club at their meeting held on Thursday, 28th July, 2011 interviewed Trainer Karthik G. in reference to the captioned subject matter.

 

The Stewards after having thoroughly enquired into the matter and having applied their minds to the entire facts and circumstances of the case and to all papers, proceedings reports and records including Trainer Karthik G.’s letter dated 18th July, 2011, and also having permitted him to make submissions in the subject matter, found that he had no mitigating circumstances to offer in the subject case and as such, held him guilty of breach of the Medication Rules, consequently he became vicariously liable. Therefore, the Stewards decided:-

 

a)       to suspend his Trainers license w.e.f. 1st August, 2011 to 30th August, 2011 (both days inclusive);

b)       to fine him a sum of  Rs.10,000/-.

RE: MOCK RACES HELD ON THURSDAY, 28th JULY 2011

 

Trainer Bezan Chenoy has been fined a total sum of Rs.3000/- for failing to produce the registered racing colours in respect of his charges SILK CUT, SONEEYO & HIGH SOCIETY.  The Jockeys wore the Emergency Colours i.e. All Black.
