RE: BREACH OF RULE VII OF THE MEDICATION RULES –TREATMENT OF b g 4 YEAR OLD “COUNT OF SAVOY” – TRAINER M. NARREDU :

The Stewards of the Club at their meeting held on 24th April 2022 considered the note dated 6th April 2022 from Dr. Prashant Wandhare, Sr. Veterinary Officer, Equine Hospital.

The Stewards having considered all the papers and proceedings before them, having considered the views of the Stipendiary Stewards and Dr. Prashant Wandhare and also hearing the submissions made by Tr. M. Narredu and Mr. Pancham, the Stewards have decided that as Mr. Narredu was traveling at the time of the incident and had followed the necessary protocol i.e. of calling the veterinary doctor to visit the stable and in addition informing his jamader also to call the veterinary doctor, they decided not to take any disciplinary action in the matter and to only caution him to be more careful in the future.

With regard to Mr. Pancham, the Stewards noted that due to his timely administration of the drips, the horse’s life was saved. In addition the jamader had followed the required protocol of calling the veterinary doctor on noticing cannula falling out. Further there was no case of mala fide.

The Stipendiary Stewards stated that they wish to verify his claim pertaining to his record and sought time to go to the archives i.e. late 1990’s and early 2000. In view of this, the Stewards decided to give benefit of doubt to Mr. Pancham Nankuram Jaiswara and not to initiate any disciplinary action against him. However, in the event the Stipendiary Stewards were to place before them any record wherein disciplinary action may have been initiated against the jamader, they would revisit the case.

Subsequently, the matter was considered by the Stewards on 16th August 2022 wherein it was brought to their attention that there was more than one person working at that time in the race course with the same name. Hence, the Stewards keeping the principals of natural justice in mind once again, grave benefit of doubt was given to Mr. Pancham Nankuram Jaiswara in the matter and no action was initiated against him.

RE: ENQUIRY INTO THE RUNNING AND RIDING OF “KINGS BEST” (DRAWN 1) IN RACE NO.25 – THE WESTERN INDIA TRAINERS’ ASSOCIATION TROPHY (DIST. 1000 MTRS) RUN ON 14TH AUGUST 2022:

On being questioned, Trainer Altaf Hussain stated that he had instructed Jockey D. R. Shubham to take a jump and sit 3rd, 4th, 5th and in straight do your best, Jockey confirmed the instructions.

On being asked about his observation of the race, Mr. Altaf Hussain stated that after the race the jockey had informed him that his mount hung in and thereafter on watching the replay, he was of the opinion that the horse had reacted to the whip and shifted in and felt that it was not hanging in as reported by the jockey

To a specific question, Jockey D. R. Shubam stated that soon after the start he had received interference and dropped back and in the straight the horse had shifted in under pressure so he had changed his whip hand and rode out

On being asked about the past performance of the horse trainer Altaf Hussain stated that first run of his life he ran a 5 furlong and subsequent run he won a mile. On being asked as to what made him come back to a 1000 meters he stated that the horse had a setback and they had taken an x-ray hence he wanted to avoid the horse to carry top weight and decided to run him in the race in question further as the jockey had worked the horse he had declared him. On being asked whether there is no race in near future, he responded saying that like he mentioned considering the setback he had decided to run this race he further added that he had first approached M.S. Deora to ride but as he refused he decided to use D.R. Shubham as he is his stable rider.

Race in question was viewed and it was pointed out to the Jockey that after the interference he had made no effort to sit as per the instructions of the Trainer i.e. 3rd, 4th & 5th, he stated that he felt that if he would have urged at that point his mount would have got keen, and also there were four horses in front of him, hence he had decided to sit. It was pointed out that he could have sat behind SUPERLATIVE but instead kept dropping back to which the Jockey stated that considering that it was a big horse and the Track was wet and there was a kick back, he was unable to sit up.

Having heard the submissions made and watching the race, the matter was reported to the Stewards of the Club.

The Stewards of the Club at their meeting held on Saturday, 27th August 2022, considered all papers, documents and proceedings, having viewed the video recording of the race and having heard the submissions made by the Stipendiary Stewards, keeping in mind all the circumstances, directed them to keep a close watch on the future performance of KINGS BEST.
