RACE DAY REPORTS
RAILS WERE PLACED 7 METRES AWAY FROM ITS ORIGINAL POINT FROM 1600 METRES (MILE CHUTE) TO 1200 METRES, 9 METRES AWAY AT 1000 METRES AND THEREAFTER 10 METRES AWAY UPTO THE WINNING POST. FOR THE RACES STARTING FROM THE BACK STRETCH, RAILS WERE PLACED FROM ITS ORIGINAL POINT FROM 1400 METRES LEADING TO 5 METRES AWAY AT 1200 METRES AND 9 METRES AWAY AT1000 METRES.
RACE NO.1(289) – THE V.R.MENON PLATE (DIV.II):(About) 1200 Metres – Runners - 9
AMAYA (Altaf Sayyed) lugged-in in the straight. Trainer Vijay Kasbekar has been asked to take remedial measures before next accepting to race the filly.
Soon on straightening for home, TAJ E SHAHI (Neeraj Rawal) was inconvenienced as EMBER LADY (P.Trevor) shifted in. Jockey P.Trevor has been cautioned.
Jockey Dashrath Singh (POLAR ZONE) has been cautioned for allowing his mount to shift out under the use of whip in the final stages of the race, who carried THUNDER STAR (S Mosin) outwards.
Jockey Altaf Sayyed (AMAYA) reported the loss of whip near 150 metres. The Jockey’s explanation that his whip made contact with the rails and thereby he lost his whip was noted.
After the race, EMBER LADY was found to be sore by the right fore leg. The filly has to be passed fit by the Club’s VO before next accepting to race.
After the race, TO THE MOON, AMAYA and MIDNIGHT LADY were found to be sound.
RACE NO.2(290) –THE OCEAN BREEZE PLATE: (About) 1600 Metres –Runners – 4
At the start, FORGOTTEN VOICE (P.Trevor, dr.4) jumped out inwards and went on to LUCKY CHARM (Shrikant Kamble, dr.3).
Soon after the start, FORGOTTEN VOICE (P.Trevor) shifted in and went on to LUCKY CHARM (Shrikant Kamble) and then went across FATAL ATTRACTION (A.Sandesh). Jockey P.Trevor has been cautioned.
FATAL ATTRACTION (A.Sandesh) lugged out in the straight. Trainer C.D.Katrak has been asked to take remedial measures before next accepting to race the filly.
After the race, FATAL ATTRACTION was found to be sound.
RACE NO.3(291)– THE V.R.MENON PLATE (DIV.I):(About) 1200 Metres – Runners – 9
After a slow jump, MUNTASIR (A.K.Pawar) tried to veer to the outside thereby losing about 6 lengths at the start. Trainer Rehanullah Khan has been asked to give the gelding more gate practice and show him to the satisfaction of the Starter at morning starting trials, before next accepting to race.
At the start, KALDENO (S G Prasad) jumped out awkwardly.
CONCORDE (P.Trevor) leaned-in in the early part of the race and also in the straight. Trainer S.S.Shah has been asked to take remedial measures before next accepting to race the colt.
Passing 300 metres, MUNTASIR (A.K.Pawar) ducked out as the jockey used the whip once.
PAMUSHANA (S.Zervan) lugged-in in the straight and passing 400 metres, as the Jockey tried to keep his mount on an even kneel, the filly shifted out and made contact with CONCORDE (P.Trevor) who was also lugging in. Trainers Janardhan and S.S.Shah have been asked to take remedial measures before next accepting to race their respective charge.
After the race, KALDENO was observed to have broken a blood vessel and is not to race for the stipulated ban period of four weeks. The filly has to be passed fit by the Club’s V.O. before next accepting to race.
After the race, MUNTASIR was found to be sound.
RACE NO.4(292) – THE RAMJET PLATE: (About) 1600 Metres – Runners - 5
At the request of Trainer Altaf Hussain, JEWELS OF THE HILL was examined at 1015 hours on 26/03/2014 and was found to be sore by the right hind leg, as such, the gelding was certified unfit to race and was withdrawn on Veterinary grounds. The gelding has to be passed fit by the Club’s V.O. before next accepting to race.
Near 400 metres, GLORIOUS OPINION (A.Sandesh) was inconvenienced as HOME ADVANTAGE (Sandeep Jadhav) shifted out.
After the race, MIGHTY KING was found to be sound.
RACE NO.5(293) – THE RAZA ALI PLATE (DIV.II): (About) 1400 Metres – Runners - 9
At the Start, VASCO DA GAMA (N.S.Parmar, dr.5) jumped awkwardly inwards and went on to ARMEL (Hanumant Singh, dr.4). PADMAKOSA (C.S.Jodha) also jumped out awkwardly.
Jockey Dashrath Singh (CHASING DREAMS) reported that his mount ran green during the race.
SWORD OF HONOUR (Kavraj Singh) lugged-in in the straight. Trainer Magansingh P.Jodha has been asked to take remedial measures before next accepting to race the gelding.
After the race, CURIOSITY was observed to have broken a blood vessel and is not to race for the stipulated ban period of four weeks. The gelding has to be passed fit by the Club’s V.O. before next accepting to race.
After the race, CHASING DREAMS was found to be sound.
RACE NO.6(294) – THE H.R.SHANTIDAS TROPHY: (About) 2000 Metres – Runners – 7
Approaching 1200 metres, FALCON (A.Sandesh) was inconvenienced as CELTIC KING (S.G.Prasad) shifted in. Jockey S.G.Prasad has been cautioned.
An Enquiry has been initiated into the poor performance of CELTIC KING and a report will be submitted shortly.
After the race, NEW WORLD was found to be sore by the left fore leg. The gelding has to be passed fit by the Club’s VO before next accepting to race.
After the race, ONE WISH and CELTIC KING were found to be sound.
RACE NO.7(295) – THE DIEGO RIVERA TROPHY (DIV.I): (About) 1000 Metres – Runners – 9
The Sr.V.O. reported that on the way to the saddling enclosure, KOALAA played up near the Weighing Scale and had a fall. On examination the filly was observed to have sustained injuries on the left shoulder and knee. As such, KOALAA was certified unfit to race and was withdrawn on veterinary grounds. The trainer is required to obtain a fitness certificate for the filly from the Club’s V.O. before next accepting to race.
MOONDROPS (Shrikant Kamble, dr.4) jumped awkwardly outwards and at the same time ACT OF VALOUR (Vikram Jodha, dr.5) jumped awkwardly inwards whereby both the horses made contact with each other.
Soon after the start, MOVE IN TIME (R.Shelar) and HALLELUJAH (S.Zervan) made contact with each other, due to which the latter shifted out and went on to SAY WHEN (Zameer Sayyed).
After the race, SAY WHEN was found to be sore by the right fore leg. The filly has to be passed fit by the Club’s VO before next accepting to race.
After the race, SUPER ICON was found to be sound.
RACE NO.8(296) – THE DIEGO RIVERA TROPHY (DIV.II): (About) 1000 Metres – Runners – 9
At the start, HIMALAYAN DANCER (Neeraj Rawal, dr.3) jumped awkwardly outwards and at the same time DOUBLE O SEVEN (D.K.Ashish, dr.5) jumped awkwardly inwards and tightened ROYAL SAPPHIRE (Shrikant Kamble, dr.4).
At the start, CEZANNE (A Sandesh) tried to veer outwards.
Soon after the start, PAURUS (Dashrath Singh) shifted-in and caused interference to CHASE THE ACE (Satish Nayak). Jockey Dashrath Singh has been fined Rs 2,000/-.
Shortly afterwards, JEWEL (P.Trevor) shifted-in and went on to PAURUS (Dashrath Singh), who in turn went on to DOUBLE O SEVEN (D.K.Ashish) who went on to CAPTAIN ABDON (Kavraj Singh). Jockey P.Trevor has been fined Rs 5,000/-.
After the race, CAPTAIN ABDON and CHASE THE ACE were found to be sound.
RACE NO.9(297) – THE M.M.T.PANDOLE PLATE: (About) 1000 Metres – Runners – 9
DREAMS R MINE (S.Zervan) lost about 3 lengths at the start.
Jockey S.Zervan (DREAMS R MINE) has been fined Rs.5,000/- for Improper use of the whip, wherein he has used the whip with excessive force.
Jockey Dashrath Singh (STRATEGY) reported that the pace in the early part of the race was fast whereby his mount could not keep pace with the others.
After the race, ALBUURZ, STRATEGY, ALECTO and SONG OF AFRICA (examined on 28/03/2014) were found to be sound.
RACE NO.10(298) – THE RAZA ALI PLATE (DIV.I): (About) 1400 Metres – Runners – 10
ANCIENT TREASURE (S.G.Prasad) hung out while negotiating the bend and in the straight. Trainer Mansoor Shah has been asked to take remedial measures before next accepting to race the colt.
TARGETMASTER (A.Ashhad Asbar) and GIANT LUCK (Ishwar Pardeshi) lugged out in the straight. Trainers Imtiaz A.Sait and S.Shaikh have been asked to take remedial measures with their respective charge, before next accepting to race them.
The Sr.V.O. reported that after the race, NOVAK was observed to be sore by the right fore leg. First aid treatment was given on the track and the horse was sent to the Equine Hospital in the Horse Ambulance for further management. NOVAK has to be passed fit by the Club’s V.O. before next accepting to race.
After the race, BROWN DYNAMITE, GIANT LUCK and ANCIENT TREASURE were found to be sound.

The post race urine sample of the winner of 4th, 6th, 9th and 10th race, viz. DESERT WINGS, NEGOTIATOR, ALBUURZ and DIVINE SOLITAIRE, and the special sample of CURIOSITY (5th race), SUPER ICON (7th race) and GOLD STREAK (8th race) were collected for detection of prohibited substance.

ADDITIONAL REPORT/S:
RE : ENQUIRY INTO THE COMPARATIVE PERFORMANCE OF “SCARAMOUCHE” IN RACE NO.280 RUN ON 20TH MARCH, 2014 WHICH THE GELDING WON AS COMPARED TO HIS PREVIOUS START IN RACE NO.243 RUN ON 6TH MARCH, 2014 WHERE HE WAS UNPLACED :
The Stipendiary Stewards reported that they had questioned Trainer Imtiaz A.Sait in the above connection. It was put to him that SCARAMOUCHE had shown marked improvement in a gap of two weeks and that there was a common horse ASAHI who had finished ahead of SCARAMOUCHE in Race No.243 whereas SCARAMOUCHE has beaten ASAHI by 8 lengths with the same weight difference.
Trainer Imtiaz A.Sait explained that today the horse was running over 1400 metres as compared to 1600 metres in the previous race and he had instructed Jockey A.Ashhad Asbar to take a good jump, settle the horse and to do his best. He added that he had raced the horse in a short span considering that this was an age group race and there were not many age group races programmed in the Prospectus and the next one is in mid April, 2014. He further stated that in today’s race ASAHI was settled behind which may have not suited that horse. He said that there was no change in the work pattern except that due to the hot weather he had swan the horse which may have helped the horse. He said that the horse was at longer odds.
After viewing the video recording of both the races, the explanation tendered by Trainer Imtiaz A.Sait was noted.

RE : ENQUIRY INTO THE POSITIVE REPORT OF THE COMPULSORY SAMPLE OF URINE TAKEN FROM dk b f “BULLSEYE” ON 6TH DECEMBER, 2013 AS THE FILLY HAD ARRIVED FROM THE STUD FARM:
The Stewards of the Club at their meeting held on Monday, 24th February, 2014, Wednesday, 12th March, 2014 and Friday, 14th March, 2014 considered the above matter.
The Stewards deliberated the matter at length. The Stewards after having thoroughly enquired into the matter and having applied their minds to the entire facts and circumstances of the case and to all papers, proceedings reports and records and the submissions made by Trainer P.Shroff, decided by majority that Trainer P.Shroff was in breach of the Medication Rules governing the finding of BOLDENONE (an anabolic steroid) in the urine sample of BULLSEYE and held him vicariously responsible for the following reasons :-
1) BULLSEYE had left Trainer P.Shroff’s yard in mid April, 2013 for summering at Nanoli Stud as per the Left Charge form submitted by him. Though BULLSEYE went for sampling directly from Nanoli Stud on 6th December 2013, it is a fact that the filly was under the care of Trainer P Shroff till 15th August 2013 and thereafter was not subjected to any test of her urine by the RWITC Ltd. As an anabolic steroid could remain in the system of a race horse for upto 180 days, it cannot be conclusively established as to when and where the BOLDENONE was administered to the filly.
2) It has been stated that anabolics are not typically given to fillies and hence the finding of BOLDENONE in BULLSEYE (a filly) was unlikely. However, it is gathered that BULLSEYE had a sesamoid/lameness problem and Veterinary experts have stated that anabolics are also given to help “stress and strain” in all race horses. Further, BULLSEYE moved between Nanoli Stud and Trainer P.Shroff’s yard twice between April, 2013 and August, 2013.
3) Though BULLSEYE went for sampling directly from Nanoli Stud in December, 2013, all the charges of “conspiracy and sabotage” remains a conjecture. It has been established in the enquiry that there is a close relationship between Trainer P.Shroff and the proprietor of Nanoli Stud and his horses often shuttle between Nanoli Stud and his yard. Also, it was noted that Nanoli Stud had employed a farrier who was warned off by the RWITC and he was the prime suspect of sabotage, as alleged by Mr. Shroff.
4) It is gathered that Trainer P.Shroff accompanied Mr.K.N.Dhunjibhoy to a meeting held in New Delhi with Mrs Maneka Gandhi to appoint an independent committee to enquire with this infringement, even before the Stewards had begun their enquiry. At the same meeting Trainer P.Shroff and Mr.Dhunjibhoy participated in a discussion suggesting possible names of the Enquiry Officers. Arising out of this meeting and an independent letter by Mr.Dhunjibhoy to the Chairman of the Animal Welfare Board of India, an attempt was made to delay the enquiry of the Stewards, which not only established the relationship between Trainer P.Shroff and Mr.K.N.Dhunjibhoy but was also seen as a pre mature attempt to bear influence on the Stewards.
5) Trainer P.Shroff has stated that a private sample collected at the stud farm was sent by Nanoli Stud in November, 2013 which was clean and this strengthened his suspicion of sabotage, though the Rules of Racing do not take cognizance of the result of such private samples as there is no chain of custody under the control of the RWITC. Ltd.
6) Trainer P.Shroff has been unable to explain the relatively low level of BOLDENONE in the urine sample taken on 6th December, 2013 which would be unlikely if the horse was sabotaged. The subsequent private sample showed a much higher level, as alleged by him, was not taken by the RWITC, Ltd. and hence cannot be relied upon.
7) Some of the comments made by Trainer P.Shroff in his complaint dated 23rd January, 2014 as the possible reasons for the alleged sabotage are entirely conjecture and remain unsubstantiated.
8) From the experience of past positives for the same drug of horses coming from Nanoli Stud, and in his own interest, Trainer P.Shroff ought to have had BULLSEYE tested by the Club’s Vet before she left Nanoli Stud and ensured her security before her sampling in Mumbai.
9) The Stewards noted that as per the earlier decision of the Stewards which has been notified in the Club’s Racing Calendar, should the urine sample of any horse, whenever tested, be reported positive for the presence of any anabolic steroids the Stewards would deal with such cases at their absolute discretion in the most stringent manner. The Stewards also noted that even as per the Calendar Notification dated 24th September, 2008 concerning “Sampling of Racing Stock at the Stud Farms” states “in case of a positive, the same penalties will be applicable to the Trainer as are published in the Racing Calendar for the breach of norms for Random Sampling of horses in Training” and hence the responsibility for the horse which had specifically gone for summering remained with Trainer P. Shroff. The Stewards further noted that at various meetings of the Turf Authorities of India starting from November, 11, 2013 and recommended unanimously by the Chairmen of the Turf Authorities of India and by the Veterinary Commission of India, and not objected to by the RWITC Stewards at any stage, a two year ban on a trainer is applicable on the finding of an anabolic steroid in the sample of any horse in training. Notwithstanding all these facts, taking an overall view and taking into view the submissions made by Trainer P.Shroff, the Stewards took a lenient view and decided as under:-
i) Instead of imposing stringent punishment as per the Calendar Notification dated 17th April, 2011, it was decided to suspend Mr.P. Shroff’s Trainer’s license w.e.f. 29th March, 2014 till the end of Mumbai Meeting 2013/14. Thereafter, if he applies for a Trainer’s license for the Season 2014/15, it may be granted to him, however, his license shall stand suspended up to and inclusive of 31st December, 2014;
ii) To immediately test all the horses under the charge of Trainer P.Shroff for the presence of anabolic steroids and sex hormones;
iii) After completion of his punishment when Trainer P.Shroff starts training again, all his runners will be compulsorily sampled every alternate month for a period of two years;
iv) After completion of his punishment on 31st December, 2014, Trainer P.Shroff will not be allowed to take charge of any race horses from any Stud Farm except 2-year-olds, other than the horses leaving and returning from another racing centre. This restriction will be applicable for the next three years after Trainer P.Shroff resumes training of horses under the Rules of this Club.
Trainer P.Shroff has appealed to the Board of Appeal against the above decision of the Stewards of the Club and the Board of Appeal has granted him a stay until his appeal is heard and disposed of.
