ENQUIRY INTO THE RUNNING AND RIDING OF “ICE AGE” IN RACE NO.214 – THE LUFTHANSA-SENATOR TROPHY (DIV.I) (1200 METRES) RUN ON SUNDAY, 14TH OCTOBER, 2012 :

The Stipendiary Stewards reported that they had questioned Trainer C.D.Katrak and Jockey S.Shinde in the above connection.  Tr.C.D.Katrak said that ICE AGE came to him from late Trainer Vinayak and this was only the fourth run of the filly under his charge. He said that the filly has no soundness problem but she is very weak and still not matured. Further, he cannot give her hard work since she tends to go off feed as she did once and he had to give her rest, therefore she is only kept on slow work as could be seen from the work log book, however, he had to race the filly since owners do not like their horses confined to the stable for too long, and keep hoping that she will improve race to race. He said that in the earlier three races this season i.e. Race No.37 & 74 he had declared Jockey V.Phadke and the filly performed poorly, in the third run i.e. Race No.150 he put up Jockey P.Kamlesh but in that race also she did not show much improvement and Jockey P.Kamlesh was not happy with her performance and did not like the filly and therefore he did not even approach him for this ride but declared his stable Jockey S.Shinde.

Trainer Katrak said that in the race in question, i.e. Race No.214, he had told Jockey S.Shinde that this was a big field, take whatever best position he gets and thereafter improve her with the field and to do his best in the straight. When asked for his observation of the Jockey’s riding, Trainer Katrak said that the Jockey was feeble in his riding effort in the last one and half furlong and had informed him so after the race and the Jockey had explained to him that the filly was hanging in badly in the straight and therefore he could not ride her out more vigorously.

Jockey S.Shinde confirmed the instructions and added that LIGHTNING THUNDER who was drawn on his inside, jumped awkwardly towards the outside whereby he had to stop riding and then make his move. Thereafter, DANSE DEBONAIRE (Shrikant Kamble), who was racing ahead, kept an erratic course throughout the race and he had to hold his filly to avoid clipping the front horse and he kept shouting all the way and in the straight when he made his move from the outside of DANSE DEBONAIRE, the filly started hanging in badly and hence he looked to the right to see if any horse is close by and seeing no one, he allowed the filly to shift in and then rode her out under whip but the filly still kept lugging in. Jockey S.Shinde confirmed that after the Trainer had told him after the race that he should have been more vigorous in the last one and half furlong and he had informed the Trainer that he could not ride out more vigorously as the filly was hanging in badly.

The video recording of Race No.214 was viewed and it was pointed out to Jockey S.Shinde that even conceding LIGHTNING THUNDER had slightly inconvenienced him at the start, thereafter he had all the chances to improve his position, there was no horse close to him as stated by him, but he kept holding the horse. Thereafter, entering the straight, he was not vigorous in his riding effort, he had used the whip twice in the final stages when it was too late and the filly had responded well.  Trainer C.D.Katrak concurred with the observation of the Chief Integrity Steward and the Stipendiary Stewards.

Jockey S.Shinde said that in the early part he was niggling at the horse and had even tapped the filly but thereafter DANSE DEBONAIRE, who was racing ahead, kept an erratic course and therefore, he had to hold his filly and when he made his move from the outside of DANSE DEBONAIRE in the straight, the filly started hanging in badly and hence he could not ride her out more vigorously. When specifically asked whether the filly was hanging in throughout the race, Jockey S.Shinde said that as long as he was holding the filly in the early part, she did not show signs of hanging in but when he made his move in the straight, she started hanging in badly and therefore he did not wish to use the whip too much.

Trainer Katrak was told that if he was not satisfied with the Jockey’s riding, it was his duty to report the matter to the Stipendiary Stewards which he had failed to do, to which Trainer Katrak concurred and apologized for the same.

The matter was  reported to the Stewards for such action as deemed fit.

The Stewards at their meeting held on Sunday, 25th November, 2012 interviewed Tr.C.D.Katrak and Jockey S.Shinde and having heard them and having viewed the viewed the video recording of the race, were not satisfied with the explanation tendered by Jockey S.Shinde and held him guilty of unsatisfactory riding on his mount ICE AGE. The Stewards noted that he had not made sufficient effort to improve his position in the early part of the race and he was very feeble in his riding effort in the straight.

Taking an overall view and keeping in mind his recent clean record and his caliber and that the horse was at longer odds, the Stewards took a lenient view in the matter and decided to suspend his Jockey’s license w.e.f. 13th December, 2012 to 26th December, 2012 (both days inclusive) (permitted to ride work/mock race). Further, he was cautioned that on a repetition of similar offence in the future, severe action will be initiated against him.

Further, the Stewards were also not entirely satisfied with the explanation tendered by Trainer C.D.Katrak. However, taking an overall view and keeping in mind that the horse had no previous form and was at longer odds, the Stewards decided to give him the benefit of the doubt for the charge of “tacit approval” and severely cautioned him to be more careful with regard to the running of his horses in the future.

ENQUIRY INTO THE RUNNING AND RIDING OF “QUANDO QUANDO” IN RACE NO.224 – THE ROAD RUNNER PLATE (DIV.II) (1400 METRES) RUN ON SATURDAY, 20TH OCTOBER, 2012 :

The Stipendiary Stewards reported that they had questioned Tr.D.J.Surti and Jockey Zameer Sayyed in the above connection. Trainer D.J.Surti stated that this was the first time the filly was running over 1400 metres and he had instructed the Jockey to sit in 4th/5th position, come into the straight and to do his best. He added that this filly was still a maiden, in the previous race he had put up Jockey A.Sandesh in a 1000 metres race but the filly reared up at the start and drifted out and performed poorly and he wanted to put up Jockey Dashrath Singh this time and Jockey Dashrath Singh even rode her in work but he could not declare him since he had another ride. Also, good Jockeys normally refuse to accept a ride if they feel the horse has no chance, therefore, he declared his stable Jockey Zameer Sayyed. He said that the filly has the habit of throwing her head up since she has a soft mouth. Tr.Surti said that his Jockeys including Jockey Zameer Sayyed, had informed him that she is a five furlong filly but she proved them wrong by performing well in this 1400 metres race.

Jockey Zameer Sayyed said that he was instructed to sit comfortably in mid bunch and to make his move from the outside after coming into the straight and do his best. He said that QUANDO QUANDO is a difficult filly to ride, she has a soft mouth and whenever a horse comes alongside, she tries to shy away hence one has to ride her with a loose rein therefore, he made his move from the outside in the straight and did his best. He added that two good Jockeys, viz. Jockey A.Sandesh who rode her in Race No.186 and Jockey Dashrath Singh who rode her in work both felt that she is a five furlong filly but Race No.224 was run over 1400 metres.

The video recording of Race No.224 was viewed and it was pointed out to Jockey Zameer Sayyed that his instructions were to be in mid bunch and the filly took a good start and was in mid bunch but for no apparent reason he held her back after travelling about 100 metres had gradually dropped back to the last position and thereafter started to improve her again up the hill. Further, he travelled wide all the way thus covering more ground and his riding effort in the straight was feeble, in that, when he used the whip in the right hand, his left hand was not moving.

Trainer D.J.Surti agreed with the Stipendiary Stewards that the Jockey should have maintained his position in the early part instead of dropping back.

Not being satisfied with the explanation tendered by Jockey Zameer Sayyed, the matter is reported to the Stewards for such action as deemed fit.

The Stewards at their meeting held on Sunday, 25th November, 2012 interviewed Tr.D.J.Surti and Jockey Zameer Sayyed and having heard them and having viewed the viewed the video recording of the race, were not satisfied with the explanation tendered by  held Jockey Zameer Sayyed and held him guilty of incompetent riding. The Stewards noted that he was very feeble in his riding effort in the straight, when he used the whip with the right hand,  his left hand was not moving

However, taking an overall view and keeping in mind his recent clean record and his caliber and that the horse was at longer odds, the Stewards took a lenient view in the matter and decided to suspend his Jockey’s license w.e.f. 13th December, 2012 to 16th December, 2012 (both days inclusive) (permitted to ride work/mock race). Further, he was cautioned that on a repetition of similar offence in the future, severe action will be initiated against him.
