RE : ENQUIRY INTO THE RUNNING AND RIDING OF “JACQUELINE SMILE” IN RACE NO.202 – THE SPRUNGLI PLATE (DIV.I) RUN ON 16TH FEBRUARY, 2012 :
The Stewards of the Club at their meeting held on Thursday, 23rd February, 2012 considered the evidence obtained by the Stipendiary Stewards in the above enquiry. They interviewed Trainer H.J.Antia and Jockey R.Hughes and having heard them and having viewed the video recording of Race No.202 as also the previous run of the filly i.e. Race No.146, the Stewards were not satisfied with the explanation tendered by Jockey R.Hughes and held him guilty of not following the Trainer’s instructions and thereby not allowing the horse to run on its merits in the above race. The Stewards noted that :-
1) In Race No.146 Jockey Imran Chisty was able to hit the front without much effort in a 1200 metres race and Jockey R.Hughes admitted that having seen the filly’s previous run, he was aware that the filly has initial speed and had run a good race going to the front in Race No.146.
2) Jockey R.Hughes was given specific instructions by Trainer H.J.Antia in Race No.202 that the filly was carrying 60 kg and running over 1400 metres and therefore to take a good jump and sit well up in 3rd/4th position and to do his best. The filly jumped out level with the field and Jockey R.Hughes had every opportunity to brush up and sit well up as instructed. However, there was no apparent effort on his part in the first approximately 70 to 80 metres to sit well up as instructed on a well fancied horse. On the contrary he restrained the filly and allowed the other horses to cover him up and thereafter dropped further back and was practically last.
3) The Stewards did not accept Jockey R.Hughes’ contention that he did not push the filly at the start since he felt that she would become very keen and go quick because he had admitted in the enquiry that a Jockey of his caliber and experience, even if the filly had become keen, he would have been able to bring her back under control. Further, he also admitted in the enquiry that he had the opportunity to brush up the filly at the start to get into 3rd/4th position as instructed and he had no reason why he did not do so.
Taking an overall view, the Stewards decided to suspend his Jockey’s license w.e.f. 11th March, 2012 to 29th April, 2012 (both days inclusive (not permitted to ride work/mock race) and to fine him a sum of Rs.1,00,000/- for not following the Trainer’s instructions and thereby not allowing his mount JACQUELINE SMILE to run on its merits in Race No.202.
