ADDITIONAL REPORTS :
RE : ENQUIRY INTO THE LOSS OF WHIP BY JOCKEY BHAWANI SINGH ON “ARAKAWAH” IN RACE NO.5 – THE ROTARIAN MUNJAL SHARAD SHAH MILLION (1000 METRES) - RUN ON 20th NOVEMBER, 2016 :
When questioned regarding his instructions on ARAKAWAH in Race No.5, Jockey Bhawani Singh stated that he was first given instructions by the Owner to take a jump and settle the horse in 3rd/4th position and to do his best. He said that subsequently the Trainer gave him same instructions and also told him to canter the horse for half a furlong whilst proceeding to the start, however, the horse was reluctant on the way to the start. He said that he was drawn-5 and after the start, WIND CRAFT (Kishore Kadam, dr.7) came onto him whereby he had to check his mount due to which the whole field came in front of him. As such, he settled the horse behind and thereafter started pushing him and coming into the straight when he tried to pull out the whip, it slipped out of his hand. When asked whether he would have won the race if he had not lost the whip, Jockey Bhawani Singh said that in the last part the horse was tired and running all over the place.
Having viewed the video of the blow up of the incident of whip fall in the presence of Jockey Bhawani Singh, the Stipendiary Stewards were not completely satisfied with the manner in which Jockey had lost the whip and therefore reported the matter to the Stewards for such action as deemed fit even though the horse was at longer odds keeping other circumstances in mind.
The Stewards of the Club at their meeting held on Sunday, 18th December, 2016 considered the above report and having heard Jockey Bhawani Singh and his Spokesman, Mr. P. S. Chouhan, and having viewed the video of Race No.5 as also the blow up of the incident of whip fall, were not satisfied with the explanation tendered by Jockey Bhawani Singh and decided to initiate appropriate action against him for deliberately dropping his whip at a crucial part of the race.
However, before taking a decision in the matter, the Stewards decided to give him one final opportunity to come out with the truth and help in the enquiry and therefore, the Stewards decided to adjourn this hearing to a future date.
In view of the above Jockey Bhawani Singh was requested to meet the Stipendiary Stewards at their office. Further, he was asked to Show Cause, in writing, latest by 27th December, 2016 as to why appropriate action should not be taken against him by the Stewards of the Club in connection with the captioned matter.

RE : ENQUIRY INTO THE COMPARATIVE PERFORMANCE OF “WARLOCK” IN RACE NO.2 – THE ROTARY CLUB OF MUMBAI QUEEN’S NECKLACE TROPHY (1200 METRES) - RUN ON 20th NOVEMBER, 2016 WHICH THE GELDING WON AS COMPARED TO HIS PREVIOUS RUN IN RACE NO.194 – THE OCTOBER HANDICAP (1200 METRES) – RUN ON 21st OCTOBER 2016 WHERE HE WAS UNPLACED :
Trainer Narendra Lagad was questioned in connection with the captioned matter. He said that WARLOCK was very well prepared for the early part of the Pune Meeting 2016, unfortunately, the gelding had a very bad accident wherein he broke loose and fell into a ditch and had to be sutured and was under treatment from the latter part of August 2016 up to mid September 2016 when his sutures were removed. Thereafter, he got the gelding ready and his first run at Pune was on 9th October 2016 in Race No.163 wherein he was inclined to run out and as such he was advised to take remedial measures. Also, post this race the gelding had to be treated as he had shown signs of discomfort. Thereafter, the gelding raced again on 21st October 2016 in Race No.194 in which race he received interference at the start. He said that after this race he analyzed the gelding’s performance and felt that may be he was not comfortable with the “BLINKERS” and to confirm this, he gave the gelding a grass gallop without the “BLINKERS” and he worked exceptionally well. To a specific question, Tr. Narendra Lagad said his Riding Boy had worked the gelding in the said gallop and since he had shown improvement, he declared a good rider in Race No.2 on 20th November, 2016.
He summed up his submissions stating that
1. There was a change of equipment i.e. Blinkers off;
2. Change of track from Pune to Mumbai
3. One month’s gap between the two races
4. Change of Class
5. The horse was at Longer odds
Having heard the submissions made, viewing the video of both the races and scrutinizing the Log Books, the matter was reported to the Stewards for consideration.
The Stewards of the Club at their meeting held on Thursday, 22nd December, 2016 considered the above report and having heard Trainer Narendra Lagad and having deliberated on the matter at length, accepted the explanation tendered by him and closed the enquiry.
However, the Stewards noted with displeasure the manner in which Tr. Narendra Lagad reacted during the course of the hearing
