ADDITIONAL REPORTS :
RE: ENQUIRY INTO THE START OF “WILD FIRE (DASHRATH SINGH) IN RACE NO.3 – THE HURRICANE PLATE (DIV.I) (1000 METRES) RUN ON 20TH JULY, 2018 :
WILD FIRE jumped out awkwardly throwing its head thus losing about 2 lengths at the start. After the race, Jockey Dashrath Singh had reported that his filly was standing with her head up and as such not ready when the start was effected.
An enquiry was held into the above incident wherein Trainer Narendra Lagad and Jockey Dashrath Singh were both questioned.
Trainer Narendra Lagad said that he had already seen the video recording of the overhead camera at the starting gates, however, there was no audio to verify whether Jockey Dashrath Singh had called out to the Starter that he was not ready. Trainer Narendra Lagad was informed that there was audio recording of the stalling of the horses which the Stipes would like to show him.
The video recording of the stalling of the horses done with the hand held camera in the race in question as also the filly’s subsequent winning race was viewed simultaneously in the presence of Trainer Narendra Lagad wherein it was observed that WILD FIRE was a bit restless in the stall and a Handler was assigned to hold the filly and when all the horses were stalled Jockeys could be heard shouting “Yes Sir” and “No Sir” which was common in every race but there was no specific shout of “No sir, No sir” heard from Jockey Dashrath Singh. It was only when the start was given and the gates opened that he was heard shouting “No sir”.
When questioned, Jockey Dashrath Singh said that the filly was fractious at the start.
The matter was reported to the Stewards for such action as they deem fit.
The Stewards of the Club at their meeting held on 19th August, 2018 interviewed Trainer Narendra Lagad and Jockey Dashrath Singh in the above connection and having heard them and having viewed the video recording of the overhead camera of the starting gates as also the running of the race in question and having deliberated the matter, the Stewards of the Club decided that no action was called for in the matter.

RE: ENQUIRY INTO THE RIDING OF APPRENTICE K.NAZIL ON “ROGUE ONE” IN RACE NO.12 – THE SEA RULER PLATE - RUN ON 26TH JULY, 2018 :
Immediately after the race Trainer Narendra Lagad had lodged a verbal complaint that he was unhappy with the riding of App.K.Nazil since the boy had not followed the instructions.
Trainer Narendra Lagad and Apprentice K.Nazil were subsequently questioned on 31st July, 2018 in the above connection.
Trainer Narendra Lagad said that ROGUE ONE is a one paced horse and does not quicken and hence he had given instructions to Apprentice K.Nazil in the presence of the owners i.e. to jump out and push hard and if need be to give a few backhanders and try to hit the front as he would do in a 1000 metres race unless some else cuts a really fast pace.
The video recording of Race No.12 was viewed. Trainer Narendra Lagad said that the horse jumped out slightly slow and thereafter Apprentice K.Nazil pushed the horse and caught up with the field and was on the outside, at which stage the horse became keen and was fighting for its head and Apprentice K.Nazil could have easily gone to the front as instructed. However, the boy kept strangling and choking the horse and slowed him down and got him out of the race. Thereafter, on turning for home the horse did not gallop since he is a one paced horse. He said that he was not happy with the riding of App.K.Nazil and felt that the boy may have ridden in this manner under somebody’s instructions. When questioned on the choice of the Jockey, Trainer Narendra Lagad said that Jockey Dashrath Singh chose to ride KIMBERELLA in this race and therefore he decided to claim 3.5 kg. allowance and declared Apprentice K.Nazil on ROGUE ONE since this boy has ridden his horses in the past.
Thereafter, the video recording of the previous run of ROGUE ONE i.e. Race No.273 run over 1400 metres during the Mumbai Meeting 2017/18 was viewed. It was observed that in this race the horse went to the front comfortably.
When questioned, Apprentice K.Nazil said that he was instructed to take a good jump and go to the front and sit 1 to 2 lengths ahead. At this stage, Trainer Narendra Lagad intervened to say that App.K.Nazil also asked him what if the horse goes too much in the front and he had told the boy that it would be okay if he does that.
The video recording of Race No.12 was viewed and App.K.Nazil was asked to explain his riding. App.K.Nazil said that the horse was slowly out and he pushed the horse and caught up with the field, however, he had no chance to go to the front since he was travelling on the wide outside because if he had chosen to continue pushing to hit the front at that stage, he would have to travel from the wide outside whilst negotiating the bend, as such, he decided to settle his horse.
Trainer Narendra Lagad said that there was no bend at that stage and the horse was keen and was travelling on the outside hence App.K.Nazil had every opportunity to hit the front as instructed but he strangled the horse and slowed him down thus riding contrary to his instructions.
The video recording of Race No.12 was viewed again and it was pointed out to App.K.Nazil that after being slow out he had pushed the horse and caught up with the field at which the horse became keen and kept fighting for its head and he was travelling on the wide outside and had every opportunity to hit the front as instructed which he failed to do and rode contrary to his instructions. App.K.Nazil reiterated that he felt that if he had allowed the horse to go at that stage he would have had to travel very wide and hence he settled him. To a query from Trainer Narendra Lagad, App.K.Nazil denied that he had ridden contrary to the instructions at somebody’s behest.
Having considered the submissions made and having viewed the video tape recording of the race in question as also the horse’s previous race i.e. Race No.273 run during the Mumbai Meeting 2017/18, the Stipendiary Stewards were not satisfied with the explanation tendered by App.K.Nazil and reported him to the Stewards for deliberately not following the Trainer’s instructions.
The Stewards of the Club at their meeting held on 19th August, 2018 interviewed Trainer Narendra Lagad and App.K.Nazil in the above connection and having heard them and having viewed the video recording of the race in question as also the horse’s two previous races i.e. Race Nos.236 and 273 run during the Mumbai Meeting 2017/18, the Stewards did not accept the explanation tendered by App.K.Nazil and held him guilty of riding an injudicious race and not following the specific instructions of the Trainer. Therefore, the Stewards decided to suspend his Apprentice Jockey’s license w.e.f. 7th September, 2018 to 15th September, 2018 (both days inclusive) (permitted to ride work/mock race).

RE: ENQUIRY INTO THE RIDING OF JOCKEY P.TREVOR ON “BRAVE” IN RACE NO.22 – THE FINE ARROW PLATE - RUN ON 27TH JULY, 2018 :
Trainer Narendra Lagad was questioned on 31st July, 2018 in the above connection. Trainer Narendra Lagad said that BRAVE was a big horse weighing about 500 kg. and he had instructed Jockey P.Trevor to take a good jump and if the horse was keen than he should go to the front, or else don’t hustle him too much, settle him and nurse him along and to do his best. He said that the Jockey had followed the instructions.
The video recording of Race No.22 was viewed and it was pointed out to Trainer Narendra Lagad that passing the 200 metres Jockey P.Trevor had a peep as he probably felt that he had won the race and this had cost him a certain race, the verdict being a nose. Trainer Narendra Lagad said that although the Jockey had a peep, however, he had not stopped riding. He felt that the Jockey had no mala-fide intent, however, he would leave it to the judgement of the Stipendiary Stewards.
Jockey P.Trevor was subsequently questioned on 7th August, 2018 in the presence of Tr.Narendra Lagad. To a specific question with regard to the use of the whip and to him having peeped over his shoulder, Jockey P.Trevor said that he had pulled out the whip but the way the horse was galloping with his head up, he felt that it would be best to ride him out hands and heels and he had ridden out the horse.
Having considered the submissions made and having viewed the video tape recording of the race, the Stipendiary Stewards were not satisfied with the explanation tendered by Jockey P.Trevor and are reporting him to the Stewards for riding an injudicious race thereby losing a certain race.
The Stewards of the Club at their meeting held on 19th August, 2018 interviewed Trainer Narendra Lagad and Jockey P.Trevor in the above connection and having heard them and having viewed the video recording of the race, decided to give Jockey P.Trevor the benefit of the doubt in this case and warn him to be more careful in the future.

RE: ENQUIRY INTO THE RUNNING AND RIDING OF “PERPETUAL WINNING” (APPRENTICE K.NAZIL) IN RACE NO.34 – THE MOOSA M.HOOSEIN TROPHY (DIV.I) - RUN ON 5TH AUGUST, 2018 :
Trainer M.K.Jadhav and Apprentice K.Nazil were questioned in the above connection. Trainer M.K.Jadhav said that Trainer Narendra Lagad had two runners in this race and he felt that one of them would make the pace. Therefore, 0he had instructed App.K.Nazil that the pace will be bit fast, he should take a good jump, don’t be in a hurry, settle him properly in 3rd/4th/5th position and to do his best. Trainer M.K.Jadhav said that the horse had performed much below his expectation. He said that PERPETUAL WINNING has always been a sound horse and he had worked well, in fact, he had excelled in the workout, he had worked better than GOSHAWK who is in Class-III and UNCLE SCROOGE a Class-2 horse who had recently placed in a Class-I race and therefore he had high expectation from the horse. Also, he had worked the horse with Pacifiers and given him Gate Practice since he did not wish to take a chance. He said that the horse won one race in Mumbai over 1400 metres and may be 1200 metres is a bit sharp for the horse. Also, horses running for the first time on the Pune Track, do behave erratic and after the race App.K.Nazil said the same thing that the horse jumped out and did not want to gallop.
App.K.Nazil confirmed the instructions and added that he had followed the instructions and had done his best.
The video recording of Race No.34 was viewed.
On going through the betting sheets, it was observed that there was no drift in the odds on PERPETUAL WINNING. Having considered the submissions made, scrutinizing the Log Books and having viewed the video tape recording of the race, the explanation tendered by the Trainer and Jockey was noted.
