ENQUIRY INTO THE RUNNING AND RIDING OF “ZAAGROS” IN RACE NO.116 - THE  GIACOSA PLATE (DIV.I) (1200 METRES) RUN ON SUNDAY, 1ST SEPTEMBER, 2013 :

The Stewards at their meeting held on Friday, 18th October, 2013 considered the evidence obtained by the Stipendiary Stewards in the above enquiry. They interviewed Trainer Narendra Lagad and Jockey A.Ashhad Asbar and having heard them and having viewed the video recording of Race No.116, were not satisfied with the way Jockey A.Ashhad Asbar rode ZAAGROS in Race No.116. The Stewards noted his instructions were to be in 2nd/3rd position and he made no effort to sit well up as instructed and throughout the race, he unnecessary checked the filly several times and continuously dropped back and made no efforts to ride out his filly at any stage of the race. Further, Trainer Narendra Lagad also expressed his dissatisfaction with the Jockey’s riding on ZAAGROS. Therefore, the Stewards decided to suspend his Jockey’s license w.e.f. 17th November, 2013 to 26th December, 2013 (both days inclusive) for unsatisfactory riding.

However, the Stewards decided that out of the above total period of suspension of his Jockey’s  license, a period from 29th November, 2013 to 26th December, 2013 would be a suspended sentence over the next three years i.e. if he was found guilty of any similar riding offence within the next three years commencing from 29th November, 2013, then the aforesaid suspended sentence of 28 calendar days would immediately come into force and effect and which aforesaid punishment would be in addition to any other punishment which the Stewards may impose on Jockey A.Ashhad Asbar for any subsequent act of his as regards the aforesaid.

ENQUIRY INTO THE COMPARATIVE PERFORMANCE OF “SAMAY BALWAN” (BHANU PRATAP SINGH) IN RACE NO.156 - THE  ISMAIL KHAN PLATE (DIV.I) (1200 METRES) RUN ON 15TH SEPTEMBER, 2013 WHICH THE GELDING WON AS COMPARED TO ITS PREVIOUS RUN IN RACE NO.130  - THE RAPIER PLATE (1400 METRES) RUN ON 8TH SEPTEMBER, 2013  WHEN RIDDEN BY JOCKEY AKASH AGARWAL, WHERE HE HAD RUN UNPLACED

Traner Narendra Lagad was questioned in the above connection. He said that he was out of station on 8th September, 2013 and the horse was saddled by Trainer Vinay Lagad in Race No.130 where he was unplaced. He said that after the race, Jockey Akash Agarwal had reported that the horse had received a check at the start and thereafter lost interest in the race and was not getting into his stride. He said that after his return he had questioned Jockey Akash Agarwal and he told him the same thing. He said that this interference is evident on the video recording and was also reported in the Race Day Reports.  Further, Jockey Akash Agarwal had also informed him that SAMAY BALWAN is a very timid and if some other horse comes close or touches him, he loses interest, therefore he changed the equipment and put on Hood and Blinkers and also decided to claim 3 ½ kg allowance by putting on Jockey Bhanu Pratap Singh, whereby the horse carried 4 kg less in Race No.156. Also, he had reduced the distance by 200 metres as he wanted to see how the horse runs with the change of equipment and the horse ran well and won the race, however, the timing of this race was one second slower than the timing of Div.II race. He added that the horse subsequently ran a good second in a higher class with Jockey P.S.Chouhan in Race No.193 on 29th September, 2013 over 1200 metres with the same equipment. He further pointed out that both the times the horse won this season i.e. in Race No.52 and Race No.156 the going was “Good to Yielding” and since the horse has slight joints, the going may have suited him better. When asked as to why he ran the horse in a short span of time, Trainer Narendra Lagad said that the stable had thought highly of this horse but they were disappointed with his poor run in Race No.130 and the owner wanted to get rid of the horse and although Jockey Akash Agarwal had explained to him about the interference, he felt that Jockey Akash Agarwal is inconsistent in his riding and he wanted to try the horse again with the change of equipment and he claimed 3 ½ kg allowance and reduced the distance by 200 metres, which possibly suited the horse.

The matter was reported to the Stewards for such action as deemed fit.

The Stewards at their meeting held on Friday, 18th October, 2013 interviewed Trainer Narendra Lagad in the above connection and having heard him, were not entirely satisfied with the explanation tendered by him. Trainer Narendra Lagad’s attention was drawn to the Calendar Notification Re “ Improved in the performance of a horse in a short span of time” and he was cautioned to be more careful in the future.

RE : INCIDENT OF FALL OF JOCKEY S.P.RANJANE (HUNTSMAN) AND JOCKEY MALCOLM KHARADI (VENUS MARINA) IN RACE NO.NO.181 – THE  ANIMAL WELFARE BOARD OF INDIA TROPHY RUN ON SATURDAY, 28TH SEPTEMBER, 2013:

The Stewards at their meeting held on Friday, 18th October, 2013 considered the evidence obtained by the Stipendiary Stewards in reference to the above incident. They questioned Jockey I.Pasha (MEGA STAR) as also other witnesses viz. Jockey P.Trevor (JUST BY CHANCE), Jockey S.P.Ranjane (HUNTSMAN), Jockey Neeraj Rawal (MORALS), Jockey Zameer Sayyed (SALSA) and Jockey T.S.Jodha (GOOD MEMORY).

The Stewards having heard all concerned and having viewed the video recording of Race No.181, were not entirely satisfied with the explanation tendered by Jockey I.Pasha with regard to his riding on MEGA STAR since his shifting in near 800 metres had led to the fall of two Jockeys. However, considering that JUST BYCHANCE (P.Trevor) had also marginally shifted in approaching the 800 metres, the Stewards decided to give him the benefit of a grave doubt and cautioned him to make greater efforts to control his mounts in the future.
