Jockey A. Sandesh (GOLDEN ECLIPSE) was observed to have used the whip in excess of the prescribed limit on his mount. This being his first offence during the current Mumbai Meeting 2019-’20, Jockey A. Sandesh has been fined Rs. 3,000/-.

RE : OBJECTION IN RACE NO.90 – THE FERRARI PLATE RUN ON 16th JANUARY, 2020 – JOCKEY A. SANDESH, RIDER OF “RAINBOW TROUT” – CARELESS RIDING :

The Stewards of the Club at their meeting held on 18th January, 2020 interviewed Jockey A.Sandesh in the above connection and having heard him and having viewed the video recording of Race No.90, the Stewards were not satisfied with the explanation tendered by him and held him guilty of careless riding on RAINBOW TROUT. In that, approaching the 150 metres, his mount RAINBOW TROUT started shifting in, however, he did not make sufficient efforts to correct his mount and continued riding out thus further shifting in on to GALLOPING GOLDMINE (P. Trevor) who was tightened along the rails. However, considering that the horse was hanging in and he had behaved in a similar manner in the past, the Stewards decided to only fine him a sum of Rs.10,000/-.

RE: ENQUIRY INTO THE RIDING OF JOCKEY NEERAJ RAWAL ON “LION KING” IN RACE NO.45 – THE UTTAM SINGH TROPHY (1400 METRES) - RUN ON SATURDAY, 21ST DECEMBER, 2019 :

Trainer Shazaan Shah brought to the attention of the Stipendiary Stewards that in the above race he had instructed Jockey Neeraj Rawal to go to the front since he is a one paced horse and needs galloping ground and he had given similar instructions even in the Mock Race. He said that Jockey Neeraj Rawal had not followed the instructions and he was not at all happy with the riding. To a question, he stated that he would be racing the horse again shortly and that he would declare his stable Jockey H. Zeeshan and give similar instructions.

Trainer Shazaan Shah and Jockey Neeraj Rawal were subsequently questioned. Jockey Neeraj Rawal said that he was not given any specific instructions, in fact he had informed the Trainer that this horse is very keen and if he can, he would like to settle him in 3rd/4th position. Trainer Shazaan Shah refuted this statement and added that he had given specific instructions to Jockey Neeraj Rawal that LION KING is one paced horse and he should go to the front. He said that in fact he had discussed the running tactics with the Jockey two days prior to the race at which time he had told Jockey Neeraj Rawal that Trainer H. J. Antia’s horse DILBAR is fast, however, he would prefer his horse going to the front. When questioned about the choice of Jockey, Trainer Shazaan Shah said that he wanted to declare Jockey H. Zeeshan in Race No.45, however, because of the stiff competition from the Foreign Jockeys, he and the owner mutually decided to declare Jockey Neeraj Rawal.

On viewing the video recording of Race No.45, it was apparent that Jockey Neeraj Rawal had made no efforts to follow the instructions wherein he had sufficient room to brush up and take a forward position in the early part of the race which he failed to do and instead settled the horse behind. Thereafter, passing the 1000 metres LION KING was keen, however, Jockey Neeraj Rawal still maintained his position rather than improving his position thereby riding contrary to the Trainer’s instructions.

Subsequently, LION KING ran again in a week’s time in Race No.65 – The Cardinal Plate (1400 metres) run on 29th December, 2019 where he was ridden by Jockey H. Zeeshan where he went to the front and won.

Having heard the submissions made and viewing the video recording of both the races, the Stipendiary Stewards felt that Jockey Neeraj Rawal could have and should have followed the instructions given to him by the Trainer, which he failed to do. Therefore, he was reported to the Stewards for riding contrary to the Trainer’s instructions.

The Stewards of the Club at their meeting held on Saturday, 18th January, 2020 interviewed Trainer Shazaan Shah and Jockey Neeraj Rawal in the above connection and having heard them and having viewed the video recording of the race, the Stewards were not satisfied with the explanation tendered by Jockey Neeraj Rawal and decided to suspend his Jockey’s licence for one race day i.e. 2nd February, 2020 for not following the Trainer’s instructions.

In view of Jockey Neeraj Rawal, vide his email dated 20th January, 2020 informing the office that he does not wish to appeal his punishment and would like his punishment to start earlier, his licence shall now stand suspended on 1st February, 2020.

REENQUIRY INTO THE RUNNING AND RIDING OF “NOTORIETY” AND LOSS OF WHIP BY JOCKEY LEIGH ROCHE IN RACE NO.32 – THE M.H.AHMEDBHOY TROPHY RUN ON 15th DECEMBER, 2019 :

The Stipendiary Stewards reported that they had questioned Trainer P. Shroff and Jockey Leigh Roche in the above connection. Trainer P. Shroff said that he had two runners in this race viz. NOTORIETY, ridden by Jockey Leigh Roche and SEA THE DREAM, ridden by Jockey Neeraj Rawal. He said that he had instructed Jockey Leigh Roche to go to the front or sit well up and to do his best and his instructions to Jockey Neeraj Rawal were to sit well up, settle the filly and to do his best. Jockey Leigh Roche confirmed the instructions on NOTORIETY.

The video recording of Race No.32 was viewed and Jockey Leigh Roche was asked as to why he had looked back approaching the 1000 metres to which he replied that he just wanted to know how close the field was. He added that passing the 300 metres, SEA THE DREAM came on to him and tightened him along the rails and thereafter passing 200 metres SEA THE DREAM again came in and was intimidating his filly, therefore he pulled the filly out and rode out. It was pointed out to Jockey Leigh Roche that after the first interference there was enough room for him on the inside to make his move,  to which he reiterated that SEA THE DREAM came on to him the second time whereby his filly was intimated and hence he pulled her out. When questioned regarding the loss of whip in the final stages of the race, Jockey Leigh Roche said that he switched his whip from forehand to backhand position and due to sweat the whip slipped out of his hand. To a further question with regard to his riding effort in the straight, Jockey Leigh Roche said that the filly was tired and started putting her head up and hence he pulled her out and made his bid from the outside.

When asked for his observation of the race, Trainer P.Shroff opined that Jockey Leigh Roche should have made the pace a bit faster and should not have allowed SEA THE DREAM to cover him. He added that NOTORIETY had worked better than SEA THE DREAM.

Jockey Leigh Roche was informed that considering that his filly was intimated on more than one occasion, however, his riding efforts in the straight were not as per the standard set by him and were found wanting.

On viewing the video of the blow up of the incident of whip fall (all angles – front as well as back view), whilst it is difficult to establish a malafide reason for the loss of whip, however, considering that the said loss of whip was at a most crucial stage of the race and also his riding thereafter was found wanting/weak especially as the filly was improving, Jockey Leigh Roche was reported to the Stewards for riding an indifferent race.

The Stewards of the Club at their meeting held on Saturday, 18th January, 2020 interviewed Trainer P. Shroff and Jockey Leigh Roche in the above connection and having heard them and having viewed the video recording of the race, the Stewards were not satisfied with the explanation tendered by Jockey Leigh Roche and decided to fine him a sum of Rs. 10,000/- and cautioned him to ride out his mounts past the post, in the future.

REENQUIRY INTO THE RUNNING AND RIDING OF “KING SOLOMON” (COLM O’DONOGHUE) IN RACE NO.41 – THE VENUS DE MILO TROPHY(1800 METRES) RUN ON 21st DECEMBER, 2019:

Trainer P. Shroff and Jockey Colm O’Donoghue were asked to appear before the Stipendiary Stewards on 27th December, 2019 in the above connection, however, since Jockey Colm O’Donoghue was not available, he could not be questioned on that day.

Trainer P. Shroff said that he had instructed Jockey Colm O’Donoghue to jump out and settle the horse in 4th/5th/6th position wherever he could and to do his best. He added that after the race his first thought was that Jockey Colm O’Donoghue had come into the straight pretty wide and thereafter he was going nowhere and all of a sudden has made a bid and he was dumb founded and confused whether the horse is not good enough since he is still a maiden. He said that the horse came back sound and subsequently Jockey David Egan rode him twice in work and he has programmed to run the horse again on 9th January, 2020 and if runs a reasonably better race then in his opinion something is seriously wrong with this ride.  When specifically asked as to how the horse had performed in the Mock Race on 8th December, 2019, Trainer P. Shroff said that in the Mock Race the horse was well up but he had his mouth open and tried to go out. Thereafter, he had used a Cross Nose Band on the horse in work and he had worked well. He added that after the race Jockey Colm O’Donoghue had informed him that the horse was making slight noise from the throat which he is aware of as he has a slight wind problem and he had in the past consulted Dr. Hasneyn Mirza who advised that the horse does not require a surgery. Also, he did not see the horse stopping in work and he is always running on.

The video recording of the Mock Race held on 8th December, 2019 (ridden by Jockey David Egan) was viewed. When asked as to why he did not declare Jockey David Egan in this race since he had ridden the horse in the mock race, Trainer P.Shroff said that Jockey David Egan was engaged to ride BRILLIANT GOLD in this race and he did not have a rider and  last minute the owner suggested to declare Jockey Colm O’Donoghue.

The video recording of Race No.41 was viewed. To a specific question, Trainer P. Shroff said that he did not so much take objection to the positioning of the horse, however, with regard to the riding in the straight, he was confused whether the horse is good enough or not. He reiterated that he has programmed to run the horse again on 9th January, 2020 and if runs a reasonably better race then in his opinion something is seriously wrong with this ride.

It was brought to the attention of Tr. P. Shroff that after the race Jockey Colm O’Donoghue had reported to the Stipes that in his opinion the horse is weak from behind and was not striding out comfortably. Trainer P. Shroff confirmed that the Jockey had informed him the same thing, however, nobody has ever told him in the past that this horse has wobbled. He said that the horse is perfectly sound and the Club Vets were free to check the horse.

Jockey Colm O’Donoghue was subsequently questioned on 29th December, 2019 at which time Trainer P. Shroff’s instruction was read out to him to which he disagreed and stated that he was told by Trainer P. Shroff that AKINA SPEED STAR would be sent to the front and the pace would be fast and he should get his horse to relax in the first 2 furlongs. However, he felt that from the 800 metres he was getting outpaced by the other runners. When asked as to why he chose to shift out in the straight, Jockey Colm O’Donoghue stated that he was already at his pace and if he had shifted in, he could have encountered traffic. It was pointed out to Jockey Colm O’Donoghue that his riding efforts in the straight were found wanting, to which he responded that his horse is one paced and that he has maintained his racing line.

Having heard the submissions made and viewing the video recording of the race, the Stipendiary Stewards were not satisfied with the explanation tendered by Jockey Colm O’Donoghue. In that, even though his instructions were to settle the horse, however, he should have made an effort to gradually improve and be in a striking position, which he failed to do thus leaving the horse to do too much in the end. Further, taking the horse wide added to his problem. In view of the above, Jockey Colom O’Donoghue was reported to the Stewards for unsatisfactory riding.

The Stewards of the Club at their meeting held on Saturday, 18th January, 2020 interviewed Trainer P. Shroff and Jockey Colm O’Donoghue in the above connection and having heard them and having viewed the video recording of the race in question as also the horse’s subsequent run i.e. Race No.83 (2000 metres), as also his winning ride on JULIETTE in Race No. 103, the Stewards were not satisfied with the explanation tendered by Jockey Colm O’Donoghue. However, they decided to give him the benefit of the doubt for the charge of “unsatisfactory riding” and held him guilty of riding an injudicious race for a Jockey of his caliber. In that, even if his instructions were to settle the horse, however, he should have made an effort to gradually improve and be in a striking position, which he failed to do thus leaving the horse too much to do in the end. Further, he travelled wide round the bend and his riding efforts in the straight were found wanting. Therefore, the Stewards decided to suspend his Jockey’s licence for 2 Race Days i.e. from 2nd February, 2020 to 9th February, 2020 (both days inclusive) (permitted to ride work/Mock Race).
