RE : ENQUIRY INTO THE RUNNING
AND RIDING OF “DIVINE SOLITAIRE” (R. SHELAR, DR.3) IN RACE NO.196 – THE SHAMU
CHAVAN TROPHY (DIV.I) (1200 METRES) - RUN ON 29th OCTOBER 2017 WHERE
HE WAS
UNPLACED :
Trainer Altaf
Hussain was informed that this enquiry was initiated into the poor performance of
his charge in Race No.196 vis-à-vis the horse’s earlier starts in Race No.23
and Race No.70 at Pune, as also his subsequent winning race at Mumbai in Race
No.27.
Trainer Altaf
Hussain stated that DIVINE SOLITAIRE last won a race in 2014 in the same class.
He added that in his earlier start at Pune (Race No.196), the horses that ran
ahead of him were mostly winners and it was an open race whereas in his earlier
two starts at Pune i.e. Race No.23 and Race No.70 where he ran 4th
and 3rd respectively, as also his winning race in Mumbai in Race
No.27, they were restricted races for horses 5-years-old and over. He said that
in the race in question i.e. Race No.196, the horse had finished about 6 ½
lengths from the winner which he felt was not a poor run. Also, in that race
the horse was running after a gap of two months and he had instructed Jockey R.
Shelar to ride out and to do his best. Trainer Altaf Hussain’s attention was
drawn to the choice of rider in Race No.196 as compared to his earlier two
starts where he was ridden by Jockey P. Trevor and ran on board and also his
winning race where he was ridden by Jockey J. Chinoy. Trainer Altaf Hussain
stated that since Jockey R. Shelar works for him, he had declared him in Race
No.196.
Jockey R.
Shelar confirmed the instructions and added that he felt that the horse was a
bit lethargic at the start and thereafter he did not improve throughout the
race despite him riding him out. He said that immediately after the race he had
informed the same to the Trainer.
To another
question, Trainer Altaf Hussain stated that the horse was perfectly sound and
had no issues prior to Race No.196. He added that if one sees the previous
runs, the horse has always been scrubbed in the early part to get into a
forward position.
The video
recordings of Race Nos 23, 70 and 196 as also his winning race i.e. Race No.27
were viewed.
It was pointed
out to Trainer Altaf Hussain that in his previous starts where the horse ran
forward races he was ridden by Jockey P. Trevor, however, in Race No.196 he was
ridden by Jockey R. Shelar and despite the Jockey having ridden out, the horse
ran a poor race and finished about 7 ½ lengths behind the winner. Further, it
was brought to his attention that in Race No.70, the horse had finished 6 ½ lengths
ahead of the common horse RICH N RARE whereas in Race No.196 he finished about
4 lengths behind RICH N RARE.
Keeping in
mind all the facts including the variation in the betting pattern, the
Stipendiary Stewards were not satisfied with the explanation tendered by
Trainer Altaf Hussain, more so with regard to his choice of rider in Race
No.196 as compared to its previous starts and his subsequent run where the
horse was ridden by top Jockeys, therefore, they decided to fine him a sum of
Rs.20,000/-.
