ADDITIONAL REPORTS:
RE: DE-NOVO ENQUIRY INTO APP. S. SABA PASSING RACING INFORMATION TO OTHERS AND ALLEGED BETTING ACTIVITIES IN CONTRAVENTION TO RULE 101 (iii) OF THE RULES OF RACING:
RE: ON GOING ENQUIRY INTO ALLEGED MISCONDUCT OF APP. S. SABA:
In connection with the captioned subject matter, the Stewards of the Club at their meeting held on Saturday, 11th January 2025, having considered all papers, transcripts, proceedings and the documents submitted by App. S. Saba as also the oral submissions made by him, his spokesperson Mr. P.S. Chouhan and the submissions made by Trainer Narendra Lagad, were not satisfied with the explanation tendered by App. S. Saba and found him guilty of contravention of Rule 101 (i)(iii) and Rule 202 (i) (vi) (xiv) & (xvi) of the Rules of Racing, for the following reasons:-
i) The WhatsApp conversation between App. S. Saba and Mr. Hanumant Singh, where he tipped Prince Igor in the first race during the Pune Meeting 2024, clearly demonstrates his involvement in tipping. Additionally, the fact that Mr. Hanumant Singh specifically instructed him to relay the tip to Mr. Srikanth for his own benefit which he confirmed further implicates him in facilitating betting activities. This communication provides irrefutable evidence of his breach of Rule 101 (iii) of the Rules of Racing.
ii) There were significant, unexplained transactions in his bank account, far surpassing his known income, originating from various individuals. When questioned about the source of these transactions, his explanation that they were related to a money lending business run by his aunt was unsubstantiated and misleading. Furthermore, his statement that these transactions were intended to evade taxes was deemed not only dishonest but also unethical and reflected poorly on his conduct as a licensed professional.
iii) The Stewards were appalled by his audacity in asking the Assistant Stipendiary Steward to mislead the Chief Stipendiary Steward about the presence of the mobile phone in his motorcycle. Additionally, they noted his lack of cooperation during the enquiry, including causing unnecessary delays in submitting his bank statements and other requested documents essential for the conduct of the investigation.
iv) In light of the above, the Stewards, after thoroughly reviewing the matter, have decided to suspend his Apprentice Jockey's License for a period of 18 months. Considering that he had already served a 20 days suspension pending enquiry, this period will be deducted from the total punishment. Consequently, his suspension will come into effect from 26th January 2025 upto 6th April 2025 (both dates inclusive). Thereafter, should he apply for a license for the Racing Season 2025/26 and 2026/27, the same shall not be granted to him until 5th July 2026. He is not permitted to ride work/mock race.
During the period of his suspension the under mentioned disabilities shall be applicable and he shall not be admitted at the following places:-
i) At the Race Courses at Mumbai and Pune and the Enclosures and other places under the control of the Stewards for the purpose of race meeting which would include the days on which betting is conducted at Mumbai and Pune in respect of races held at any other center/s in India; and
ii) At the Off-course betting Centres of the Royal Western India Turf Club, Ltd.; and
iii) At the Turf Club House, Pune; and The Hooves, Mumbai.
iv) Any of the premises of the Royal Western India Turf Club Ltd., where the powers of the Stewards are in force.
If he apply for admission to such places on race days or any other days, he will be refused admission thereto; AND FURTHER, that in the event of his surreptitiously obtaining admission to any of the said places on any such days, he will be summarily ejected there from when found out.
Further, all the disabilities under the Rules of Racing for suspended/Disqualified Person, shall be applicable to him.
