ADDITIONAL REPORTS :

RE : ENQUIRY INTO THE RUNNING AND RIDING OF “DEVOTED EYES” (DRAWN 1)  IN RACE NO.3 - THE ROTARY CLUB OF BOMBAY BAYVIEW CUP (1200 METRES) – RUN ON SUNDAY, 20th NOVEMBER, 2016 :

Trainer C. D. Katrak was questioned in connection with the captioned matter. He stated that DEVOTED EYES was racing after a long layoff of Ten months and he would have preferred to run her in a Mock Race prior to this race. However, when he had planned to run her in a Mock Race at Pune, the filly picked up a stone and therefore he was unable to race her in the Mock Race. He was of the opinion that if the filly had run a Mock Race she may have been 2 to 3 lengths better coming into this race. He said that the filly previously raced thrice during the last Mumbai Meeting 2015/16 over 1200 and 14 metres and he had plans to run the filly in The Gitanjali Indian 1000 Gunieas (Gr.1) over a Mile and therefore he had instructed Jockey A. Sandesh to ride her the way he would ride in The Guineas. He added that since there was no 1400 metres lead up race for the Guineas, he ran her in this race. On being pointed out that the filly was an Odds On favorite, he said that the filly comes first and that there was no drift in Odds. Further, the filly had returned sore after the race. To another question, he said that the filly has had her share of problems and that was the reason she raced after a long gap and he was satisfied with the Jockey’s riding efforts.

Having heard the submissions made by Trainer C. D. Katrak and having viewed the video of the race, the Stipendiary Stewards were of the opinion that the Trainer should have kept the distance of the current race in mind and accordingly instructed the Jockey to ride so as to obtain the best possible result and not to use this as a prep race for The Guineas, especially since the filly was an On Money favourite.

The matter was reported to the Stewards for such action as deemed fit for unsatisfactory running even though the horse returned sore.

The Stewards of the Club at their meeting held on Sunday, 4th December, 2016 considered the above report and having viewed the video of the race in question as also the filly’s previous run in Mumbai and keeping in mind that the filly had returned sore after the race, decided that no action was called for in the matter and closed the enquiry.

RE : ENQUIRY INTO THE RUNNING AND RIDING OF “RISING BRAVE” IN RACE NO.137 – THE MENORAH PLATE RUN ON 24th SEPTEMBER, 2016 WHERE HE WAS UNPLACED – ARISING OUT OF ITS WIN IN RACE NO.201 ON 22nd OCTOBER, 2016:

Trainer Rehanullah Khan and Jockey Kishore Kadam were questioned in the above connection.

The video of Race No.137 was viewed and when questioned, Trainer Rehanullah Khan stated that RISING BRAVE was running for the first time on the Pune Track and competing with some good horses who were winners and had a benefit of a run. He stated that the horse had raced twice in Mumbai coming from behind and once had finished second to SKY MINE. He said that he had expected this to be a fast run race and did not want his horse to be under pressure from the word go, therefore, he had instructed Jockey Kishore Kadam to settle the horse in the last or second last position but to be with the field and to do his best in the straight and use the whip a couple of times. To a specific question, he said that the pace was slow in the initial part and thereafter passing the 600 metres the pace suddenly picked up due to this and also in his effort to shift out, the Jockey lost a couple of lengths and thereafter when he used the whip from the left, the horse hung in, which he had reported to the Stipes, and in the last 100 metres, even the last horse passed him. After the race the Jockey informed him that the horse was hanging in and as such he did Dentistry on the horse and also used a Tongue Strap in Race No.201. He said that he had expected the horse to run a good race, however, since it was a tough set and also being his first run during the Pune Meeting 2016, he did not take objection to the Jockey’s riding. He further pointed out that SILVER BEAUTY who finished 3 lengths ahead of RISING BRAVE went on to win the Calcutta 1000 Guineas.

On being pointed out that there was a change in the running of the horse in Race No.201, Trainer Rehanullah said that in this race the horse raced with Maiden, 3-year-old horses and had the benefit of a run and considering the horse’s Mumbai form where he had finished second to SKY MINE, he had fancied the horse to finish on Board and initially offered the ride to Jockey A. Sandesh but he was not free and therefore he declared Jockey S. Mosin who had ridden him in the Mock Race, however, he felt that Jockey S. Mosin may not be able to maneuver through the field if the horse hung in and also he wanted to avoid the kick back, as such, he instructed him to sit well up and not to worry even if he found himself in the front.

When questioned, Jockey Kishore Kadam said that he was instructed to sit with the field and to do his best. He said that the horse jumped out awkwardly due to which he found himself at the rear end of the field.

Having heard the submissions made by the Trainer and Jockey, the Stipendiary Stewards take objection to the change in the running pattern of the horse in Race No.201 vis-à-vis his earlier run in Race No.137. Also, the horse was at long odds in Race No.137 but was subsequently fancied in Race No.201 and received reasonable support. In view of the above, the matter is being reported to the Stewards for suitable action as deemed fit.

The Stewards of the Club at their meeting held on Sunday, 4th December, 2016 interviewed Trainer Rehanullah Khan in the above connection and having heard him and having viewed the video of the race in question as also the horse’s previous run, were not entirely satisfied with the explanation tendered by Tr. Rehanullah Khan. The Stewards noted that the pattern of running of the horse was totally different in both the races. However, taking an overall view and considering the circumstances of the case, the Stewards took a lenient view and decided to only caution Tr. Rehanullah Khan.

RE : ENQUIRY INTO THE RUNNING AND RIDING OF “ASAHI” (DRAWN-5)  IN RACE NO.12 – THE STAR ADMIRAL PLATE (1000 METRES) RUN ON 24th NOVEMBER, 2016:

Trainer Rehanullah Khan and Apprentice Raj Pawar were questioned in the above connection. Tr. Rehanullah Khan said that the more you sit against this horse the better he moves, therefore, he had instructed the Jockey to take a jump and sit in 3rd/4th/5th position in mid bunch, keep sitting till the top of the straight and then to ride him out. Further, he had also told the Jockey to come from the inside and not to go wide. App. Raj Pawar confirmed the instructions.

The video of the race was viewed and when asked for his observation, Trainer Rehanullah Khan said that he had fancied the horse in this race and was very upset with the riding of App. Pawar because in the first furlong he put his head down and just sat and made no effort to improve his position and sit close to the front horses.  He said that he had vented his anger on the boy after the race and also spoke to the Riding Instructor, Mr. Aslam Kader to advise the boy on riding skills. He said that Apprentice Raj Pawar has not won a single race till date and lacks in confidence, possibly he is afraid to come through the field. He said that ASAHI was owned by him and he gave this chance mount to his own Apprentice Raj Pawar since the boy had ridden this horse twice before during the Pune Meeting 2016 and had run 2nd once and this was a good opportunity for him to win the race in a small field of six horses but he fumbled and lost the race and he was the sufferer. He said that twice before this boy has lost a race because of poor handling. He said that he has accepted with the horse again on 1st December, 2016 in a race for horses 5-year old and over in Class V over 1200 metres and will declare Jockey A. Sandesh.

When specifically asked as to why he did not make any efforts in the initial part of the race to sit in mid bunch as instructed, App. Raj Pawar said that soon after the start the horse on the outside had shifted in and he had to control his mount and thereafter he kept niggling at the horse. He admitted his mistake of not pushing the horse at that stage and apologized for the same.

When asked, Mr. Aslam Kader said that he discussed the race with Apprentice Raj Pawar and explained to him that if he had made efforts in the early part and sat closer, he would have won the race. He too felt that the boy was possibly scared to come through the field.

Having heard the submissions made and viewing the video of the race in question as also the horse’s previous runs during the Pune Meeting 2016, the matter is being reported to the Stewards for such action as deemed fit for unsatisfactory running and riding as the horse is running within a short span of time and the Stipes were not completely satisfied with the explanation..

The Stewards of the Club at their meeting held on Sunday, 4th December, 2016 interviewed Trainer Rehanullah Khan and App. Raj Pawar in the above connection and having heard them and having viewed the video of the race in question as also the horse’s subsequent run in Race No.28, were not satisfied with the explanation tendered by Trainer Rehanullah Khan. The Stewards noted that running pattern of the horse was totally different in both the races, in that, the horse was lying last in Race No.12 when ridden by App. Raj Pawar and he was at longer odds and ran unplaced and in seven days time, he declared a good Jockey in Race No.28 and the horse was well fancied and despite being taken out by BAY OF LOVE in the straight, he finished second. Therefore, the Stewards of the Club decided to impose on him the statutory penalty of Rs.10,000/- for contravening of the Calendar Notification “Re : Penalty for Improved Performance within a short span of time”.

Further, the Stewards decided to refer App. Raj Pawar back to the Riding Instructor, Mr. Aslam Kader to improve his riding skills and he was told not to accept rides until he gets a clearance from him.
