RE : ENQUIRY INTO THE RUNNING AND RIDING OF “COMMANDER” IN RACE NO.56 - THE GAMBLE FOR LOVE TROPHY (1600 METRES) - RUN ON 20TH AUGUST, 2016 :
Tr. Nazak Chenoy and Jockey Santosh G. were questioned immediately after the race in the above connection. Jockey Santosh G. stated that he was asked not to use the whip. Trainer Nazak Chenoy denied giving the Jockey specific instructions not to use the whip, however, she said that she never encourages any jockey to use the whip unnecessarily on any of her horses, be it a top Jockey or an Apprentice and that she would have loved to have won this race.
Trainer Nazak Chenoy and Jockey Santosh G. were questioned again on 25th August, 2016. Trainer Nazak Chenoy was of the opinion that if the Jockey had claimed his full allowance of 3.5 kg., the horse would have definitely won the race if it had run at the declared weight of the horse (she was referring to the allowance given for the Body Protector). She further explained that at top weight, every Kilogram makes a difference to the horse’s performance and the 1 Kilogram allowance for the Body Protector would have less effect on the bottom weight. She opined that the Jockey had done his best and if he had tried to pull out his whip and used it, there was every likely-hood he may have unbalanced the horse and the horse may have finished further behind. Also, coming around the final bend, CHEF D’OEUVRE (Neeraj Rawal) had shifted out and taken the ground of COMMANDER by forcing him to shift out. She said that she was satisfied with the ride and had no complaints. She added that a whip should be used as a corrective measure and did not feel that the horse needed to be corrected at any stage and a horse like this does not get to where he was if he needed a lot of correcting and that he was a genuine horse. It was brought to the attention of Trainer Nazak Chenoy that a whip, when used judiciously, was also an aid to encourage the horse to perform better. Tr. Nazak Chenoy also mentioned that COMMANDER was running after 11 months and in his last start, the Jockey had lost his whip about 2 furlongs from home and despite this, he won being ridden out hands and heels. In the race in question, the gelding was ridden by an Apprentice for the first time, he was moving very well being ridden out hands and heels and had at one point even headed the other runners, however, he was unable to compete with the other horses as they were carrying light weights and ridden by top Jockeys and the top weight had taken its toll.
On being questioned, Jockey Santosh G. stated that he had done his best and he did not think that even a single whip would have helped him to better his position and he felt that if he had used the whip, the horse may have shifted in or out.
Having heard the submissions made and viewing the video of the race, the Stipendiary Stewards were not satisfied with the explanation tendered by the Trainer and Jockey since they felt that the horse would have run better with a little more encouragement and better riding. As such, the matter was reported to the Stewards for such action as deemed fit.
Further, Ms Nazak Chenoy, being a Trainer, was expected to be well versed with the Rules of Racing and the Club’s Calendar Notification “Re : Safety Equipments” wherein it is stated that an allowance of 1 kg in weight shall be given by the Clerk of the Scales to cover the use of the Safety Vest. Therefore, her horse has received the full allowance.
The Stewards of the Club at their meeting held on 4th September, 2016 interviewed Trainer Nazak Chenoy and Jockey Santosh G. in the above connection and having heard them and having viewed the race, were not satisfied with the explanation tendered by Jockey Santosh G. and decided to suspend his Jockey’s license for 24th September, 2016 for riding an incompetent race (permitted to ride work/mock race).
