SUBJECT : ENQUIRY INTO THE COMPARATIVE PERFORMANCE OF “ICE SKATES” WHO WON IN RACE NO.246 – THE CLASSICAL ACT PLATE (DIV.II) (1000 METRES) RUN ON 26TH OCTOBER, 2013 AS COMPARED TO HIS PREVIOUS RUN IN RACE NO.200 OVER 1200 METRES RUN ON 6TH OCTOBER, 2013 WHERE HE HAD FINISHED UNPLACED, NEARLY 16 LENGTHS BEHIND THE WINNER :
The Stipendiary Stewards reported that as directed by the Stewards, they conducted further enquiries in the above matter. Trainer H.J.Antia said that ICE SKATES ran thrice during the Pune Meeting 2013, all the time having run decent races. In the first run i.e. Race No.137 over 1200 metres the horse finished a close sixth, about 5 lengths from the winner. In his next run i.e. Race No.200 over 1200 metres the company was very tough and it was a very fast run race, the winner WINDMILL LADY having clocked 1 Minute 10.96 seconds and the first 1000 metres was run in 59.62 seconds which his horse will never be able to clock any time. Also, the timing of Race No.200 was more or less same as that clocked by BEFOREMEMORYFADES in The October Handicap which indicated that it was a very strong field. He said that his horse ICE SKATES ran a very prominent race and was right up with the leaders and packed up only in the last 250 to 300 metres. Subsequently, he ran the horse in Race No.246 over 1000 metres where the field was very poor and he claimed an allowance of 3½ kgs which helped the horse and he won in a timing of 1 Minute 1.32 seconds. He said that the common horse SUNSHINE HEART who had finished ahead of ICE SKATES in Race No.200, ran much below form in Race No.246, having clocked a timing of 1 Minute 2.93 seconds which horses normally clock in a mock race. When asked as to why he ran the horse in a short span of time in Race No.246, Trainer Antia said that this was handicap racing and he had done no wrong by choosing the right field to place his horse and he reiterated that the horse had not shown any improvement in this race and the field was so weak that even if this race was run over 1200 metres his horse would have won. To another question, Trainer Antia said that there was no change of equipment and he had declared more or less same calibre Jockeys in all the three races this season. Trainer Antia was asked to explain the odds, wherein ICE SKATES was at longer odds in Race No.200 whereas in Race No.246 which he won he was in the betting at 6/1. Trainer H.J.Antia said that he had fancied the horse even in the earlier race at longer odds.
The explanation tendered by Trainer H.J.Antia was noted.

RE : ENQUIRY INTO THE RUNNING AND RIDING OF “HIMALAYAN QUEEN” IN RACE NO.7 – THE NYAYO PLATE RUN ON 17TH NOVEMBER, 2013 :
In the preliminary enquiry after the race on 17th November 2013, the Trainer said that his Instructions to the Jockey were to take a good jump, sit wherever possible as it was an educational run. The Trainer stated that he had informed the Jockey not to use the whip at all as the filly was soft and immature. The Trainer was satisfied with the ride of the Jockey in the race and was in fact critical of the Jockey for having used the whip. The Jockey confirmed the Instructions and stated that he was asked not to use the whip in excess.
When again questioned on 25th November 2013, Jockey Shinde stated that his Instructions were to take a jump, sit wherever possible as it was an educational run and not to use the whip, to which the Jockey was informed that this was a changed statement as in the preliminary enquiry he had stated that the instructions were not to use the whip freely. Jockey S.Shinde agreed that the statement that he had made after the race on 17thNovember 2013 was correct and apologized for having changed his statement.
When asked Trainer Katrak stated that he had asked Jockey Shinde not to use the whip at all as HIMALAYAN QUEEN was a small / light filly and still immature. He had given no Instructions in respect of use of the whip for Jockey A Sandesh, who rode SHIVALIK STORM, the Winner, as the gelding was nicely built.
The Race was viewed and it was pointed out to Jockey S.Shinde that even the loss of whip nearing the Winning Post appeared to be a deliberate act which the Jockey denied. He stated that coming into the home straight, he had used the whip but his filly was scared and therefore he tried to collect the reins and in the process the whip got entangled with the rein and fell. To another question, Jockey S.Shinde admitted that if he had not lost the whip and had used it one more time, possibly he could have won the race.
When asked for his opinion with regard to loss of whip by Jockey S.Shinde, Trainer C.D.Katrak stated that it was not possible for him to say whether it was deliberate or not.
Not being satisfied with the explanation tendered by them, the mater has been reported to the Stewards.
The Stewards of the Club at their meeting held on Sunday, 1st December, 2013 interviewed Trainer C.D.Katrak and Jockey S.Shinde and having heard them and having viewed the video recording of the race, were not satisfied with the explanation tendered by Jockey S.Shinde. However, considering that this was the maiden run of the filly and she was at longer odds, the Stewards took a lenient view in the matter and decided to give him the benefit of the doubt for the charge of “not permitting his mount to run on its merits” and held him guilty of unsatisfactory riding”. Therefore, the Stewards decided to suspend his Jockey’s license w.e.f. 19th December, 2013 to 5th January, 2014 (both days inclusive) (permitted to ride work) and to caution him to be more careful in the future. Further, the Stewards were also not satisfied with the explanation tendered by Trainer C.D.Katrak and he was cautioned with regard to the running of his horses and also to be more specific in his instructions to the Jockeys in the future.

SUBJECT : ENQUIRY INTO THE RUNNING AND RIDING OF “GANGNAM STYLE” IN RACE NO.15 – THE WILLOW HERB PLATE (DIV.I) RUN ON 21ST NOVEMBER, 2013 :
The Stipendiary Stewards reported that they had questioned Trainer M.K.Jadhav and Jockey Vikram Walkar in the above connection. Trainer M.K.Jadhav said that GANGNAM STYLE has major problem with his trachea and suffocates for oxygen and all the Jockeys who have ridden the horse in work had similar opinion about the horse. The horse ran twice in Pune and both the times they felt that he would fall down after the race with suffocation. After coming to Mumbai this was his first run in Race No.15. Also the Vets had advised that he should be ridden out with a breather in between or else he could choke in the race itself. Tr.Jadhav said that keeping all this in mind, he told the
-
Jockey that he is a fast horse but he should not go to the front, settle him in 3rd or 4th position, gradually improve and to do his best. He said that soon after the start, one horse came across GANGNAM STYLE and the Jockey had to check the horse and lost position.
Jockey Vikram Walkar confirmed the instructions. He said that entering the home straight, there was no gap on the inside and hence he decided to make his move from the outside but the horse shifted out more than he expected.
The video recording of the race was viewed and it was pointed out to Jockey Vikram Walkar that approaching 200 metres there was a gap available on the inside of TRISARA which he did not attempt to take but chose to take the horse out and kept him covered behind a horse. Also, he was not vigorous in his riding effort in the straight and rode in snatches. Jockey Vikram Walkar said that the gap opened on the inside of TRISARA when he had had already made up his mind to come from the outside and when he moved out, TRISARA also shifted out at the same time. He said that he had done his best.
-
Trainer M.K.Jadhav also felt that the gap opened on the inside of TRISARA near 200 metres when the Jockey had already taken a decision to come from the outside and he could not check his horse and come in again. Also, when he moved out, TRISARA shifted out at the same time.
The matter is reported to the Stewards for such action as deemed fit.
The Stewards of the Club at their meeting held on Sunday, 1st December, 2013 interviewed Trainer M.K.Jadhav and Jockey Vikram Walkar and having heard them and having viewed the video recording of the race, were not satisfied with the explanation tendered by Jockey Vikram Walkar. However, considering the submissions of the Trainer that GANGNAM STYLE is a difficult ride and also considering the Jockey’s calibre, the Stewards took a lenient view and held him guilty of incompetent riding.
The Stewards noted that Jockey Vikram Walkar’s license already stands suspended from 15th December, 2013 to 19th December, 2013 for an earlier offence on MOHEGUN SUN in Race No.29. Therefore, they decided to further suspend his Jockey’s license w.e.f. 22nd December, 2013 to 2nd January, 2014 (both days inclusive) for incompetent riding on GANGNAM STYLE (permitted to ride work).
