ADDITIONAL REPORTS :
RE: APPEAL FROM JOCKEY KAVRAJ SINGH AGAINST THE DECISION OF THE STEWARDS OF THE CLUB IN RESPECT OF SUSPENSION OF HIS JOCKEY’S LICENSE WITH IMMEDIATE EFFECT UP TO AND INCLUDING 16th APRIL, 2017 – ENQUIRY INTO JOCKEY KAVRAJ SINGH RIDING AT UNSANCTIONED / UNRECOGNIZED RACE MEETINGS AT KUWAIT DURING THE PERIOD OF HIS LICENSE BEING SUSPENDED:
The Board of Appeal at its meeting held on 24th March, 2017 considered appeal from Jockey Kavraj Singh in the above connection
The Board of appeal considered all documents, papers and proceedings before them and heard the submissions made by Jockey Kavraj Singh and his Spokesman, Mr. P. S. Chouhan, on both the charges i.e. gross misconduct and misleading evidence. Having deliberated on the matter at length and having applied their minds to the entire facts and circumstances of the case, the Board of Appeal was not satisfied with the explanation tendered by Jockey Kavraj Singh/his Spokesman and did not find reason to interfere with the order of the Stewards of the Club. The Board of Appeal upheld the order dated 17th March, 2017 of the Stewards of the Club and decided to reject his appeal and forfeit the deposit.
During the hearing of his appeal, Jockey Kavraj Singh was informed that as far as him riding in Kuwait during the period of his suspension was concerned, from the record before them, the Board has noted with concern that this was not the first instance that he rode in Kuwait during the period of his suspension but has done it in the past as well and got away with it, thereby totally disregarding the punishment imposed on him and going against the Rules of the R.W.I.T.C., Ltd. He was informed that the very purpose of imposing punishment on a professional was to make him go through the punishment and realize his mistake and refrain from repeating the offence. He was told that he has been suspended on many occasions in the past and he must correct himself and adhere to the Rules of the R.W.I.T.C., Ltd.
