PUNE MEETING 2015, FIRST DAY, THURSDAY, 23RD JULY, 2015.

(PENETROMETER:4.3; GOING: GOOD TO YIELDING)

RACE DAY REPORTS

RAILS WERE PLACED 9 METRES WIDE FROM THE ORIGINAL POINT ON THE ROUND COURSE. RAILS WERE ALSO PLACED 3 METRES AWAY FROM ITS ORIGINAL POINT FROM 1200 METRES (CHUTE) TO 1000 METRES.

 

RACE NO.1 – THE GAEA PLATE: (About) 1200 Metres – 10 Runners

 

Trainer Imtaiz A.Sait came late into the paddock, did not saddle his horse MZURI (C.S.Jodha), as such he has been fined Rs.1,000/-.

 

Jockey Shrikant Kamble (WILD SEA) has been fined Rs.1,000/- for using the whip in excess of the prescribed limit on his mount.

 

After the race, GLORIOUS REGIME was observed to have a cut injury at the right fore cannon. MZURI had lost its left hind shoe.

 

RACE NO.2 – THE ASCOT LASS PLATE (DIV.II): (About) 1000 Metres – 11 Runners

 

GRAND MARCH (Kishore Kadam) was restless in the stall. Tr.Rehanullah Khan has been asked to take remedial measures. 

CEASARINA (Dashrath Singh) was inconvenienced at 800 metres due to crowding of the field.

 

The Saddle on GRAND MARCH (Kishore Kadam) was observed to have slipped forward during the race. Trainer Rehanullah Khan has been fined Rs.2000/-.

 

ZARAR (App.K.N.Bhati) hung out in the straight. Trainer Sangramsinh N.Joshi has been asked to take remedial measures before next accepting to race the gelding.

 

After the race, ROCK THE TURF and DOUBLE DIAMOND were found to be sore by the right fore leg and left fore leg respectively. Both the horses have to be passed fit by the Club’s VO before next accepting to race.

 

After the race, CEASARINA was found to be sound but having a cut injury at the left hind fetlock.

 

RACE NO.3 – THE ASCOT LASS PLATE (DIV.I): (About) 1000 Metres – 11 Runners

 

At start, SONG OF AFRICA (App.Parbat Singh) took an awkward jump and went on to BEAU ROYALE (App.Yash Narredu) who in turn inconvenienced PRETTY IN PATPONG (Hanumant Singh).

 

PASSION PRINCE (App.Akshay Gaikwad, dr.9) jumped out awkwardly and hampered CON MAN (S.Sunil, dr.10).

 

WIND AND STARS (C.Umesh) shifted in at 800 metres and inconvenienced PADMAKOSA (C.S.Jodha) who in turn went on to ADVANCE TO CONTACT (App.S.Joseph) who dropped back. Jockey C.Umesh has been cautioned

 

App.Parbat Singh (SONG OF AFRICA) was observed to be feeble in his riding effort. After questioning the Trainer and the Jockey, the Trainer agreed that the boy had been very weak in his effort and had no business looking at the Jockey next to him repeatedly. However, he opined that it was the Boy’s second ride of  his life and therefore no disciplinary action should be initiated. App.Parbat Singh has been referred back to the Riding Instructor (Aslam Kader) to improve his riding skill and he is not allowed to accept rides until his Riding Instructor gives him the clearance.

 

Jockey S.Sunil (CON MAN) has been fined Rs.1,000/- for using the whip in excess of the prescribed limit on his mount.

 

After the race, ADVANCE TO CONTACT and BEAU ROYALE were found to be sound. ADVANCE TO CONTACT had a cut injury at the left hind pastern and above the left hock. PASSION PRINCE had a gum injury.

 

RACE NO.4 – THE  FINE ARROW PLATE: (About) 1600 Metres – 10 Runners

 

AD ASTRA (Vikram Jodha) tried to duck the front gates prior to the start.  SWEEPING STAR (App.Yash Narredu) and GAABRRIO (S.Zervan) lost about 2 lengths at the start.

 

SPIRITED TOUCH (A.Sandesh) hung out from 1200 metres. Trainer Karthik G. has been asked to take remedial measures and show the filly to the satisfaction of the Stipendiary Stewards in a Mock Race, before next accepting with her to race.

 

The Sr.V.O. reported that soon after jump out, AD ASTRA was pulled up by the Jockey. On examination, the filly was found to have suffered injury above the left eye and was bleeding from the nostrils due to injury in nasal passage. The Trainer is required to obtain a Fitness Certificate for the filly from the Club’s V.O. before next accepting to race.

 

After the race, GAABRRIO was observed to have a cut injury at the right fore coronet. ULTIMATE GLORY was found to be sound.

 

RACE NO.5 – THE  CAPRICORN TROPHY (DIV.II): (About) 1000 Metres – 13 Runners

 

CHAMPGNE (S.J.Sunil) hurt itself during the stalling process. The filly was examined by the Club’s V.O. and found to have suffered injury at the breast area. As such, CHAMPGNE was withdrawn before coming under the Starter’s Order. Trainer Rehanullah Khan has been asked to give the filly more gate practice. Further, the Trainer is required to obtain a Fitness Certificate for the filly from the Club’s V.O. before next accepting to race.

 

CARIBBEAN LEGEND (J.E.Pereira) was reluctant to be stalled. Trainer Narendra Lagad has been asked to give the filly more gate practice and show her to the satisfaction of the Starter at morning starting trials, before next accepting to race.

 

Soon after the start, MAGNUM OPUS (Dashrath Singh) and RICH N RARE (S.G.Prasad) made contact.

 

Jockey P.Trevor (HARVEY) reported that his mount hung-in in the straight and refused to take the gap. Trainer S.K.Sunderji has been asked to take remedial measures before next accepting to race the gelding.

 

RICH N RARE (S.G.Prasad) hung in throughout the race. Trainer Sangramsinh N.Joshi has been asked to take remedial measures before next accepting to race the filly.

 

After the race, HARVEY was found to be sound.

 

RACE NO.6 – THE ZAHRA PLATE (DIV.II): (About) 1000 Metres – 9 Runners

 

Soon after the start, BACKSTREET BAY  (R.Shelar) was inconvenienced between DIVINE SOLITAIRE (Towfeeq R.Shaikh) and TOP BRACKET (C.S.Jodha)

 

An objection was lodged by Jockey Vikram Jodha, rider of WIND CRAFT (Placed Fourth) against VALENTINO (Dashrath Singh, Placed Second). The reason being, VALENTINO shifted in and took his ground in the final 150 metres which cost him a certain third place which he lost only by a neck.

 

After considering the submissions made by the Jockeys concerned, in conjunction with that of the Stipendiary Stewards  and relying on their judgment, the Stewards decided to over-rule the objection.

 

FLANKER (S.G.Prasad) hung-in in the straight, Trainer Sangramsinh N.Joshi has been asked to take remedial measures before next accepting to race the gelding.

 

After the race, FLANKER was observed to have a cut injury at the right fore fetlock.

 

RACE NO.7 – THE FAIR HAVEN TROPHY : (About) 1400 Metres – 10 Runners

 

ROSIE SUNSHINE (App.K.N.Bhati) was slowly out, losing about 3 lengths at the start.

 

Jockey Dashrath Singh (TRANCE) reported that his mount hung-in in the straight. Trainer Imtiaz A.Sait has been asked to take remedial measures before next accepting to race the mare.

 

After the race, VICTORIOUS MARCH was observed to have a cut injury at the left hind fetlock.

 

RACE NO.8 – THE CAPRICORN TROPHY (DIV.I): (About) 1000 Metres – 14 Runners

 

FLASHING HONOUR (S.S.Rathore) lost about 3 lengths at the start.

 

Near 200 metres, SPEEDO  (Neeraj Rawal) shifted ground and went across SECRET FLAME (Dashrath Singh).

 

Jockey S.G.Prasad (PHOEBE) reported that his mount ran green in the race.

 

Jockey J.E.Pereira (LIGHT THE SKY) has been fined Rs.1,000/- for using the whip in excess of the prescribed limit on his mount.

 

RACE NO.9 – THE ZAHRA PLATE  (DIV.I): (About) 1000 Metres – 10 Runners

 

BOMBARDIER (C.S.Jodha) was restless in the stall. Trainer Asad Siddiqui has been asked to take remedial measures.

 

Soon after the start BOMBARDIER (C.S.Jodha) received interference due to crowding of the field.

 

The Stipendiary Stewards will be looking into the running and riding of TINOGANA and will submit a report shortly.

 

After the race, POLISHED CHROME was found to be sound.

The post race urine sample of the winners of all races viz. SINDBAAD (1st race), PLAN B (2nd race), WISH UPON A STAR (3rd race), RICOCHET (4th race), ZAHRAZAN (5th race), HUDSON HAWK (6th race), SILVER STREAK (7th race), ROMAN FLAME (8th race) and INCENTIO (9th race) and the special sample of CEASARINA (2nd race) and SONG OF AFRICA (3rd race), were collected for detection of prohibited substance.

ADDITIONAL REPORT/S:

 

RE : RACE NO.331 – THE BEJAN BHARUCHA PLATE RUN ON 18TH APRIL, 2015  - JOCKEY C.S.JODHA (IBIS) - USING THE WHIP IN EXCESS OF THE PRESCRIBED LIMIT – THIRD OFFENCE :

 

Jockey C.S.Jodha (IBIS) was observed to have used his whip in excess of the prescribed limit on his mount in Race No.331. This being his third offence with regard to the use of the whip during the Mumbai Meeting 2014/15, the matter was reported to the Stewards.

The Stewards at their meeting held on 23rd July, 2015 interviewed Jockey C.S.Jodha who was accompanied by his Spokesman, Mr.S.Kapoor and having heard them and viewing the video of the race, accepted the Jockey’s explanation that the horse lugged in on entering the straight and the first few taps on the shoulder were a corrective measure, hence they decided to give him the benefit of the doubt in this case.

RE : RACE NO.336 – THE QUEST FOR CASH PLATE RUN ON 18TH APRIL, 2015  - JOCKEY C.S.JODHA (MAGIC VISION) - USING THE WHIP IN EXCESS OF THE PRESCRIBED LIMIT – FOURTH OFFENCE:

 

Jockey C.S. Jodha (MAGIC VISION) was observed to have used his whip in excess of the prescribed limit on his mount in Race No.336. Since Jockey C.S.Jodha was given the benefit of the doubt in the earlier case of excessive use of the whip on IBIS in Race No.331,  this was treated as his third offence with regard to the use of the whip during the Mumbai Meeting 2014/15 and his Jockey’s license was suspended w.e.f. 8th August, 2015 to 9th August, 2015 (both days inclusive) (permitted to ride work).

RE : POSITIVE FINDINGS OF  “O-DESMETHYLVENLAFAXINE” IN THE URINE SAMPLE OF ch f “MAISHA” (WINNER) IN RACE NO.17 – THE MAHARAJA OF MORVI TROPHY RUN ON SUNDAY, 23RD NOVEMBER, 2014 AND  ch f “ARRIVEDERCI” (PLACED THIRD) IN RACE NO.79 – THE N.M.IRANI TROPHY (DIV.II) RUN ON THURSDAY, 25TH DECEMBER, 2014 :

 The Stewards of the Club at their meeting held on 22nd April, 2015 considered the evidence obtained by the Stipendiary Stewards in the above enquiry and having heard Trainer P.Shroff, adjourned the hearing.

 

The Stewards of the Club at their meeting held on 1st June, 2015 interviewed Trainer P.Shroff who was accompanied by his Spokesman, Mr.Pervez Andhyarunina. The Stewards considered all documents including the opinions of the Expert Panel and Dr.John Phillip McCaffrey and applied their minds to the entire facts and circumstances of the case and all submissions made by Tr.P.Shroff/his Spokesman as also his Witness, Dr.S.K.Kulkarni. The Stewards having deliberated the matter, unanimously held the view that Tr.P.Shroff had no mitigating circumstances to offer and held him vicariously responsible for positive finding of “O-Desmethylvenlafaxine” in his two horses viz. MAISHA (Race No.17) and ARRIVEDERCI (Race No.79).

 

Further,        the Stewards also held him guilty of not maintaining his log book properly.

 

Taking an overall view and after having heard him/his spokesman  and having considered all submissions, papers, proceedings, documents in the captioned matter and after having deliberated on the matter at length, the Stewards decided :-

a)  For the positive finding of O-Desmethylvenlafaxine in the urine sample of MAISHA, this being his first offence, to suspend his Trainer’s license for a period of 60 days and to impose  on him a fine of Rs.15,000/-.

b)  For the positive finding of O-Desmethylvenlafaxine in the urine sample of ARRIVEDERCI, it was considered as his third offence (the positive case of RAMESSES for CAPSAICIN in Race no 77 run on 21st December 2014 being his second offence), and it was decided to suspend his Trainer’s license for a period of 180 days and to impose on him a fine of Rs.15,000/- i.e. a total of 240 days for MAISHA and ARRIVEDERCI.

 

However, considering his clean record in the last ten years, the Stewards decided that out of the total period of 240 days of suspension of his license, a period of 120 days would be a suspended sentence over the next three years i.e. if he is found guilty of breach of the Medication Rules, within the next three years, commencing from the date on which he would resume training of his horses after the expiry of the suspension of his Trainer’s License, then this suspended sentence of 120 days would immediately come into force and effect and which aforesaid punishment would be in addition to any other punishment which the Stewards may impose on him for any subsequent act of his as regards the aforesaid.

Tr.P.Shroff was told that the 120 days suspension of his Trainer’s license would be w.e.f. 23rd July, 2015 to 25th October, 2015 and w.e.f. 14th November, 2015 to 8th December 2015.

 

Further, the Stewards decided to fine him a sum of Rs.15,000/- for not maintaining his log book properly.

RE : ENQUIRY INTO THE POSITIVE REPORT IN RESPECT OF  ch g “RAMESSES” (PLACED THIRD) IN RACE NO.77 – THE GULAMHUSEIN ESSAJI TROPPHY RUN ON SUNDAY, 21ST DECEMBER, 2014 – POSITIVE FOR “CAPSAICIN”::

The Stewards of the Club at their meeting held on 22nd April, 2015 considered the evidence obtained by the Stipendiary Stewards in the above enquiry. The Stewards considered all the submissions made by Trainer P.Shroff. Trainer P.Shroff admitted in the enquiry that RAMESSES is a wind sucker and he used to apply chilli powder paste to the gates to prevent the horse from grabbing the bar. The Stewards after having enquired into the matter and having applied their minds to the entire facts and circumstances of the case and to all papers, proceedings reports and records and also having permitted him to make submissions in the subject matter and having heard him, found that he had no mitigating circumstances to offer in the subject case and as such, held him guilty of breach of the Medication Rules.

 

The Stewards noted that other than RAMESSES, there are two more positive cases i.e. MAISHA and ARRIVEDERCI which are still pending. Since RAMESSES is the second case in the sequence of positive cases, the Stewards decided to await the outcome of the enquiry into the positive case of the first case which is pending to be dealt with i.e. MAISHA and based on the outcome of the case, the Stewards would determine whether the case of RAMESSES would be first offence or second offence and based on which the Stewards would give their decision in the matter.

 

The Stewards of the Club at their meeting held on 1st June, 2015 having further deliberated on the matter found that Tr.P.Shroff had no mitigating circumstances to offer in the subject case and as such, held him vicariously responsible for the positive finding of CAPSAICIN in the urine sample of RAMESSES in race No.77.  The Stewards treated this as his second offence, MAISHA (Race No.17) being the first offence.

 

The Stewards noted that Mr.P.Shroff’s Trainer’s license already stands suspended up to 8th December, 2015 in the enquiry into the positive finding of “O-Desmethylvenlafaxine” in the urine of his two horses, MAISHA and ARRIVEDERCI.

 

Therefore, for positive finding of CAPSAICIN in the urine sample RAMESSES in Race No.77, the Stewards decided :

 

a.    to suspend his Trainer’s license for a period of 30 days i.e. w.e.f. 9th December, 2015 to 7th January, 2016 (both days inclusive);

b.    to fine him a sum of Rs.10,000/-.

RE: ENQUIRY INTO THE POSITIVE FINDINGS OF “O-DESMETHYLVENLAFAXINE” IN THE URINE SAMPLE OF 1) ch g “MOHEGUN SUN” (UNPLACED) IN RACE NO.30 RUN ON 30TH NOVEMBER 2014; 2) ch f “ARGYLE PINK” (WINNER) IN RACE NO. 88  RUN ON 28TH DECEMBER 2014; 3) b f “ULRIKA” (SPECIAL SAMPLE) RUN IN RACE NO. 148 RUN ON 22ND JANUARY 2015; 4) “GREY MIST” (WINNER) IN RACE NO. 172 RUN ON 1ST FEBRUARY 2015 & 5) b g “AME” (UNPLACED & FOLLOW UP SAMPLE) IN RACE NO. 190 RUN ON 12TH FEBRUARY 2015 – UNDER THE CHARGE OF TRAINER M.K. JADHAV :

The Stewards of the Club at their meeting held on 19th May, 2015 considered the evidence obtained by the Stipendiary Stewards in the above enquiry. The Stewards considered all the submissions made by Trainer M.K.Jadhav and having applied their minds to the entire facts and circumstances of the case and all submissions made, the Stewards did not accept his plea of contamination as far as the positive finding of “O-Desmethylvenlafaxine” in his five horses was concerned and held him vicariously responsible. The Stewards did not

accept the Bhagwati Report that Epsom Salt was contaminated as the chain of custody of the material tested cannot be proved.  Trainer M.K.Jadhav was told that the Stewards of the Club would meet again at 11.00 a.m. on Saturday, 30th May, 2015 to decide on the punishment.

 

The Stewards of the Club at their meeting held on 30th May, 2015 considered two letters dated 25th May, 2015  and 29th May, 2015 from Tr.M.K.Jadhav and at his request re-opened the enquiry. The Stewards heard further submissions made by Tr.M.K.Jadhav as also his Witness, Dr.S.K.Kulkarni.  The Stewards having applied their minds to the entire facts and circumstances of the case and all submissions made, did not accept his plea of contamination as far as the positive finding of “O-Desmethylvenlafaxine” in his five horses and held him vicariously responsible.

 

Further, the Stewards held him grossly negligent in running his horse AME on 12th February, 2015 after having knowledge of the probable cause.

 

Nevertheless, taking into account (a) his excellent track record of 44 years with only one infringement; and ( b ) absence of any motive or circumstances indicating deliberate administration and the mitigating circumstances, the Stewards, by a majority, decided :-

a)    to suspend his Trainer’s license for a period of 120 days i.e. w.e.f. 23rd July, 2015 to 19th November, 2015 (both days inclusive); and

b)    to fine him a sum of Rs.15,000/-.

RE: ENQUIRY INTO THE POSITIVE FINDINGS OF “O-DESMETHYLVENLAFAXINE” IN THE URINE SAMPLE OF ch m “BURGUNDY ROSE” (PLACED SECOND) IN RACE NO. 66 – THE KEJRIWAL TROPHY RUN ON 18TH DECEMBER 2014 – IN THE CHARGE OF TRAINER M.K. JADHAV :

 

The Stewards of the Club at their meeting held on 19th May, 2015 considered the evidence obtained by the Stipendiary Stewards in the above enquiry. The Stewards considered all the submissions made by Trainer M.K.Jadhav and having applied their minds to the entire facts and circumstances of the case and all submissions made, the Stewards did not accept his plea of contamination as far as the positive finding of “O-Desmethylvenlafaxine” in the urine sample of his horse BURGUNDY ROSE in Race No.66 was concerned and held him vicariously responsible. The Stewards did not accept the Bhagwati Report that Epsom Salt was contaminated as the chain of custody of the material tested cannot be proved.  Trainer M.K.Jadhav was told that the Stewards of the Club would meet again at 11.00 a.m. on Saturday, 30th May, 2015 to decide on the punishment.

Nevertheless, taking into account (a) his excellent track record of 44 years with only one infringement; and ( b ) absence of any motive or circumstances indicating deliberate administration and the mitigating circumstances, the Stewards, by a majority, decided  that  since the Stewards have already taken this case into consideration and given a cumulative punishment for his five cases of ODMV, no further action be taken against him in this case.

RE: ENQUIRY INTO THE POSITIVE FINDINGS OF “FLURBIPROFEN” IN THE URINE SAMPLE OF ch m “BURGUNDY ROSE” (UNPLACED) IN RACE NO. 158 – THE NATIVE KNIGHT GOLD TROPHY RUN ON 24TH JANUARY 2015 – IN THE CHARGE OF TRAINER M.K. JADHAV :

 

The Stewards of the Club at their meeting held on 19th May, 2015 considered the evidence obtained by the Stipendiary Stewards in the above enquiry. The Stewards considered all the submissions made by Trainer M.K.Jadhav and having applied their minds to the entire facts and circumstances of the case and all submissions made, the Stewards found that Trainer M.K.Jadhav had no mitigating circumstances to offer with regard to the positive finding of “Flurbiprofen” in the urine sample of BURGUNDY ROSE in Race No.158. Trainer M.K.Jadhav was told that the Stewards of the Club would meet again at 11.00 a.m. on Saturday, 30th May, 2015 to decide his case.

 

The Stewards of the Club at their meeting held on 30th May, 2015 considered a letter dated 26th May, 2015 from Trainer M.K.Jadhav. The Stewards having further deliberated on the matter, found that he had no mitigating circumstances to offer in this case and as such, held him vicariously responsible for the positive finding of FLURBIPROFEN in the urine sample of BURGUNDY ROSE in race No.158.

 

The Stewards noted that Mr.M.K.Jadhav’s Trainer’s license already stands suspended up to 19th November, 2015 in the enquiry into the positive finding of O-Desmethylvenlafaxine” in the urine of his six horses,

 

Therefore, for the positive finding of FLURBIPROFEN in the urine sample of BURGUNDY ROSE in Race No.158, the Stewards decided :-

 

a.    to suspend his Trainer’s license for a period of 30 days i.e. w.e.f. 20th November, 2015 to 19th December, 2015 (both days inclusive);

b.    to fine him a sum of Rs.10,000/-.

RE : APPEAL FROM TRAINER ARIF PATEL IN RESPECT OF THE DECISION OF THE STEWARDS OF THE CLUB I.E. TO SUSPEND HIS TRAINER’S LICENSE FOR A PERIOD OF 90 DAYS AND TO FINE HIM A SUM OF RS.10,000/- ENQUIRY INTO THE POSITIVE REPORT IN RESPECT OF THE RANDOM SAMPLE OF URINE TAKEN FROM  HIS CHARGE UN-NAMED 3-YEAR OLD b g by “SERIOUS SPENDOR/BE FRIENDLY” IN THE MONTH OF DECEMBER, 2014 :

 

The Board of Appeal at its meeting held on 21st May, 2015, considered an appeal from Trainer Arif Patel in the above connection.

 

The Board of Appeal considered all documents and papers that were submitted including his grounds of appeal and heard the submissions made by Trainer Arif Patel. The Board of Appeal having deliberated on the matter at length and having applied their minds decided to reject the appeal and forfeit the deposit. Accordingly, the decision of the Stewards of the Club, stands.

RE :  POSITIVE REPORT OF THE RANDOM SAMPLE OF URINE TAKEN FROM 3-YEAR-OLD gr g “DISRAELI” ON 22ND JUNE, 2015 - IN CHARGE OF TRAINER BEZAN CHENOY :

 

The Stewards of the Club at their meeting held on Thursday, 23rd July,  2015 interviewed Tr.Bezan Chenoy regarding the positive report dated 15th July, 2015   from Racing Laboratory, The Hong Kong Jockey Club, in respect of the random sample of urine taken from his charge 3-year-old gr g “DISRAELI” on 22ND June, 2015,  which  read  as under :-

 “THE ANALYSIS HAS SHOWN THE PRESENCE OF BOLDENONE”

 

At this meeting, Trainer Bezan Chenoy was handed over a copy of the above report and was requested to inform the Sr. Veterinary Officer of the Club, in writing, within five days of opening the envelope that identifies the sample, i.e. latest by 28th July, 2015, whether he wished to send the split sample to LGC, New Market, UK, or L C H, France, for Confirmatory analysis and also the name of the witnessing analyst, if any, failing which the Stewards shall treat the report of the primary laboratory as conclusive.

 

Tr.Bezan Chenoy was asked to conduct his own enquiries and to also attend the enquiry to be held by the Stipendiary Stewards and the Sr.V.O. of the Club, as and when he would be required to.

The Stewards of the Club at their meeting held on Thursday, 23rd July,  2015 interviewed Tr.Magansingh P.Jodha and Tr.Adhirajsingh Jodha, (who had signed the sampling documents in respect of the above horse on your behalf), regarding the positive report dated 15th July, 2015   from Racing Laboratory, The Hong Kong Jockey Club, in respect of the random sample of urine taken from his charge 4-year-old b g “DAZZLE N DAZE” on 22ND June, 2015,  which  read  as under :-

 

 “THE ANALYSIS HAS SHOWN THE PRESENCE OF ”TESTOSTERONE”. THE CONCENTRATION OF FREE AND CONJUGATED TESTOSTERONE WAS DETERMINED TO BE 0.040 MICROGRAM PER MILLILITRE. THIS EXCEEDS THE INTERNATIONAL THRESHOLD FOR TESTOSTERONE IN GELDINGS, WHICH IS 0.020 MICROGRAM FREE AND CONJUGATED TESTOSTERONE PER MILLILITRE IN URINE. THE MEASUREMENT UNCERTAINTY AT 0.020 MICROGRAM PER MILLILITRE WAS ESTIMATED TO BE 0.0044 MICROGRAM PER MILLILITRE (AT 99% 1 –TAILED CONFIDENCE LEVEL)”

RE : MERCY PETITION FROM MR.SATINDER SINGH PAL IN RESPECT OF THE EXCLUSION IMPOSED ON HIM W.E.F. 20/10/2012 TO 19/10/2017 FOR BEING GUILTY OF ACCEPTING ILLEGAL BETS ON 22ND SEPTEMBER, 2012 (PUNE RACE DAY) AT THE PUNE RACE COURSE:

 

The Board of Appeal at its meeting held on 21st May, 2015, considered a Mercy Petition from Mr.Satinder Singh Pal in the above connection.

 

The Board of Appeal considered all documents and papers that were submitted and heard Mr.Satinder Singh Pal. Keeping in mind that Mr.Pal had admitted his guilt and apologized for the same, the Board decided to partially allow his Mercy Petition and accordingly permitted him to enter the premises of the race courses at Mumbai and Pune w.e.f. 23rd July, 2015 i.e. commencement of Pune Meeting 2015. He was informed that he will be under observation and in the event of he being once again found guilty, severe action will be taken against him.

RE : REQUEST TO REMOVE THE BAN IMPOSED ON HIM – ALLEGED ACCEPTQANCE OF ILLEGAL RACE BETS AT THE MUMBAI RACE COURSE DURING MYSORE RACES ON 3RD AUGUST2011 – MR.SAMPAT KUMAR JAJOO :

 

The Stewards of the Club at their meeting held on 19th May, 2015 considered a letter dated 24th March, 2015 from Mr.Sampat Kumar Jajoo in the above connection and having deliberated the matter decided to remove the ban imposed on him. However, he was warned that a close watch would be kept on his future activities on the race and if he was again caught indulging in illegal betting activities, severe action would be initiated against him.

RE: ACCOMMODATION OF INELIGIBLE HORSES IN THE CLUB’S STABLES

 

1.  On a stable check during the visit of the club’s Officials on 26th June, 2015, the following ineligible horses were found  in the Club’s stables which is in violation of the Club’s rules, as such the Trainers were fined Rs.5,000/- each :-.

Further, he has been given one week’s notice to remove the ineligible horse from the Club’s stable failing which further disciplinary action may be initiated against him.
